STAFF REPORT
The second phase of the Route

Requests have been submitted to Caltrans for soundwalls
to be constructed, in order to provide relief for adjoining
residents. However, Caltrans has established a requirenent that
the noise level must be at least 67 dBA to meet the minimum
criteria for funding. Measurements of the noise level have
indicated that this level had not been met at the time the tests
were taken.
It is anticipated that the California Transportation Com-
mission will program approximately $50 Million in the 1998 STIP
for constructing soundwalls. Competition for these funds is
expected to be vigorous. Caltrans has established a tiered
priority rating system, with the highest level assigned to those
projects with a 33% local funding commitment.
Therefore in order to provide some relief from the
intolerable noise levels, it is recommended that the City make a
commitment to provide 33% of the cost, at such time as State
funds may become available.

WITNESSETH:
6 WHEREAS, the Route 30 Freeway, east of Waterman Avenue,
7 was constructed in the early 1970' s without any soundwalls to
8 attenuate the noise generated by vehicles travelipg the freeway,

WHEREAS, noise levels have increased / to an intolerable
level, as attested to by the numerous qomplaints received,

generally from residents between the E/st Twin Creek Flood

WHEREAS, the California Department of Transportation
anticipates that the California Transportation Commission will
program approximately $50 Million in the Retrofit Soundwall
