On June 3, 1989, the Mayor and Common Council adopted the General Plan which designated the above-
mentioned area RS, Residential Suburban.
Recommended Motion:
That Planning Staff be directed to prepare a General Plan Amendment that changes from RS, Residential
Suburban, to RU-1, Residential Urban, Land Use Designation on properties bounded on the north by Julia
Street, on the south by Cluster Street, on the east by Allen Street, and on the west by the A.T. & S.F.
Railroad right-of-way.

STAFF REPORT
Subiect: A General Plan Amendment to change the land use
designation from RS, Residential Suburban, to RU-1,
Residential Urban on properties in the area bounded by
Julia Street on the north, Cluster Street on the south,
Allen Street on the east, and the A.T. & S.F. Railroad
right-of-way on the west.

REOUEST
That Planning Staff be directed to prepare a General Plan Amendment
for the described property.
BACKGROUND
When the General Plan was adopted, the block bounded by the above
named rights-of-way was designated RS. After separate inquiries
from citizens regarding the rehabilitation of two 4-plex buildings,
both built in the early 1980's, located within the block, Planning
Staff reviewed the area in the field and noted several multi-family
buildings, all of which are non conforming in the RS designation.
After a vacancy of greater than 12 months, the buildings may no
longer be used as multi-family residential. The buildings would
become permitted uses in a Multi-Family designation, and
rehabilitation would be allowed.
COSTS TO CITY
Staff estimates an approximate cost to the City of $300.00 for
staff preparation time.
RECOMMENDATION
It is recommended that the Mayor and Common Council direct Planning
Staff to prepare a General Plan Amendment that would change the
land use designation from RS to RU-1 on the properties bounded by
Julia, Cluster and Allen Streets, and the A.T. & S.F. Railroad
right-of way.
