STAFF REPORT
The proposed purchase is for Intra LATA and Long Distance Telephone Service, to be utilized in daily
operations by City employees.
The purchase calls for Intra LATA (Local Area Transport Area) which are basically local tolls calls. These calls
are typically 16 miles or more away, but still within the local phone company's service area. Recent legislation
has opened this market to competition. Based on current usage, this new contract will save the City $10,000 per
year at the current volume of calls. However, please note that the volume of calls has risen dramatically for
each of the past two years. The line item for long distance service is as follows:
FY 94/95 $26,876
FY 95/96 $51.112
FY 96/97 (proposed) $40,000*
FY 97/98 (proposed) $48,000
*The 96/97 budget estimate was lowered based on the knowledge that this service would be rebid during the
year.
At the request of the Facilities Management Division, appropriate technical specifications were prepared,
published and furnished to area suppliers.
Bid proposals were received on December 16, 1996, and reviewed by a committee comprised of John Murphy,
Purchasing Manager, Jim Sharer, Facilities Manager and Bruce Hill, Telephone Systems Coordinator.
Five (5) vendors supplying these services were solicited. The City received four (4) responses, and they were
reviewed with the following results.

The Telephone Coordinator developed a proposal evaluation criteria utilizing a point system, based upon
examples supplied by the Purchasing Manager. The point system broke down as follows:

The specifications also call for compliance with Chapter 3.44 of the San Bernardino Municipal Code and the
City's UUT Administrative Rules. AT&T does agree to comply with these guidelines.
Specifications and evaluation criteria have been reviewed with Facilities Management and the Purchasing
Manager who concur that the bid proposal of AT&T meets the specifications and requirements of the City. It is
therefore recommended that the bid proposal be accepted for contract.
