In August 1996, the Director of Planning & Building Services sent a memo to the City
Administrator, requesting that the building inspector position assigned to the Mobilehome Parks
Inspection Program be upgraded in accordance with funding authorized in the Master Services
Agreement for Fiscal Year 1996-97.
In December 1996, a Senior Building Inspector retired, leaving a vacancy in this classification.
STAFFING
The General Building Inspector assigned to the Mobilehome Parks Inspection Program must have
speciali7ed training and experience in the California Administrative Code, Title 25, which
pertains specifically to mobilehomes and mobilehome parks. The incumbent serves as both a
technical resource person and trainer regarding Title 25 requirements. ~
The incumbent has responsibility for program development and implementation. The inspector
develops work specifications for Economic Development Agency grant programs to make
necessary repairs to mobilehomes for Title 25 compliance. He monitors the work of assigned
contractors. He conducts informational meetings attended by large groups of mobilehome park
owners, managers and homeowners. These various duties are beyond the scope of those
performed by a General Building Inspector.
Areas of inspection expertise in which this particular building inspector must be experienced
include structural, electrical, mechanical and plumbing as they pertain to mobilehomes. As
codes and laws continue to become more complex, the need for qualified specialists will become
even greater. The proposed revised

BUILDING INSPECTOR II
JOB DESCRIPTION
Under general supervision, inspects new and existing structures and
facilities for compliance with applicable ordinances, codes and
building laws. Enforces ordinances, codes and laws pertaining to
building and facility construction, use, occupancy, or maintenance
within the city. In addition to general enforcement
responsibilities, works in an area of specialization or a Special
Enforc...nt Program requiring specialized training, experience or
skills. Specific areas of specialization may include, but are not
limited to, structural, electrical, mechanical, plumbing, and
Mobilehoae Parks Inspection. Assists in the development and
coordination of specialized inspection programs. Provides training
of general building inspectors as assigned: and performs related
work as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public and City department staffs.
Coordinates field and office activities for specialized inspection
program. Assists in the development of policies and procedures and
provides ongoing training for other personnel. Addresses inquiries
and complaints, and resolves conflicts and problems in a rational,
legal and equitable manner. Serves as a liaison between property
owners, tenants, management, and the public in general. Serves as
a technical resource to other departmental staff and provides
assistance as needed.
Performs on-site inspection of buildings and facilities to
determine compliance with building codes (to include building,
electrical, plumbing, mechanical and housing codes), land use
regulations, property maintenance standards, and other applicable
ordinances, codes or laws. Performs the more complex or difficult
inspection tasks.
Investigates complaints and violations, performs research, conducts
surveys, reviews grant deeds and tract maps to determine property
ownership, prepares written reports and correspondence, and
completes and maintains inspection records, logs, reports and
files.
Issues, when appropriate, notices to correct, notices of
violations, orders to abate, stop-work notices, and citations to
offending parties. Explains code requirements and necessary
corrective measures to members of the public and works with them to

obtain voluntary compliance. Represents the department at meetings
and administrative hearings; appears at arraignments, and provides
court testimony as required. Requests, with supervisors approval,
assistance from other divisions, departments and outside agencies.
Seeks prosecution in the municipal court system through the City
Attorney's Office. Assists in the preparation of affidavits,
warrant requests and returns, complaints, and other court
documents.
Makes presentations to community or neighborhood groups regarding
specialized inspection programs. Operates city vehicles, two-way
radios, and computer systems. Attends seminars, workshops and
meetings, and assists in training of other personnel.
Routinely adheres to and maintains a positive attitude towards city
and Department goals; and performs related work as required.
MINIMUM QUAr.TFICATIONS
Graduation from High School or G.E.D. equivalent. Sixty (60)
semester units (90 quarter units) of college level courses with
emphasis in engineering, architecture, building inspection,
construction technology, or a related field, and four (4) years of
increasingly responsible experience in the area of code
enforcement, housing or building inspection, construction (at the
journey level as a carpenter, plumber, electrician, or mechanical
technician), engineering, architecture, or a closely related field.
Additional education or experience may be substituted to meet
either requirement on a 30 Semester units for 1 year basis,
provided no less than 30 semester units shall be attained.
Successful candidates must obtain professional certification as a
Combination Building Inspector as well as certification within the
area of specialization within one (1) year of appointment.
Possession of a valid Class "C" California Drivers License is
required.

management classes within the assigned City department.
