STAFF REPORT
In February 1996, the City entered into a Master Services Agreement
with the Inland Valley Development Agency (IVDA) for provision of
caretaker services for the non-aviation portion of Norton Air Force
Base.
This agreement expired on January 1, 1997. On December 11, 1996,
the IVDA took action to extend the term of the agreement for 31
days until January 31, 1997. It is necessary, therefore, for the
Mayor and Common Council to take action approving a similar
extension. It is therefore recommended that attached resolution be
adopted.

Mr. Bopf stated that the Operatioll8l Committee met and had suggested that additional
optiODS were oecesS8l'y before a proper security determination could be UllIde. Mr. Bopf
stated that an estimate of $91 ,000.00 for security $ClVic;es was received from the Resoun:c
Protection Force YCl'SUlS approximately $88,000.00 from the lowest bid received. Mr.
Bopf explained that a tenant meeting would be scheduled in early JanllllI)' 1997 to
outline the various optious available. Mr. Bopf stated that the ICSUita of that UlellliDs
would be reported to the Board at its JanllllI)' 22. 1997 meeting.
Co-Chairman Eaves explained that the reason for the 31-day extension was in respDuse to
the concerns the tcIIants had relative to security services at the former base. Co-Chainnan
Eaves stated that the IVDA would like to make available the best possible atrordable
security force. Co..cbairman Eaves stated that it was in the best intc:mIt of all putics
conccmc:d to p.uhNt the businesses and ficllitics, and that opUous fur variOllS levels of
security officers were being explored. Co-nuolnnlln Eaves stated that swmn officers
would pose a greater presence than a regular security force.

Orange Show Road right-of-way project and that a hcarini was required. Mr. Bopf stated
that the City of San Bernardino had received an appraisal through a tnmsportation fund
and would be offering the IVDA $608.000.00 cash for the p'u~y.

Item 1#21 - Status Report on the Cal Tai Associates Project
Co-Chairman Eaves stated that Mr. John Miskell of Cal Tai was given a deadline of
December II, 1996 to perform or a 30-day default proc;ess would begin thereafter. C0-
Chairman Eaves stated that Mr. Miskell had submitted a proposal assuring the Board that
he was close to obtaining the financing for the project and has agreed to perform on or
before JIDIIIII)' 2, 1997. Co-Cb;limmn Eaves stated that if Mr. Miskell does not llCIfo1m
by January 2, 1997, Mr. Miskell would not contest the 3lJ.day default process which
would void his cont1'act. Co-Chaimmn Eaves recommended that the Board accept Mr.
Miskell's proposal and stated that if Mr. Miskell should default, the property could be
remarketed without legal ramifications beginning February 4, 1997.

4 THIS EXTENSION OF MASTER SERVICES AGREEMENT is entered into.this _day
5 of January, 1997, between the CITY OF SAN BERNARDINO ("City") and the INLAND VALLEY
6 DEVELOPMENT AGENCY ("Agency").
7 The parties hereto agree as follows:
8 THE MASTER SERVICES AGREEMENT, which was made and entered into as of January
9 1, 1996, pursuant to Resolution No. 96-47, is in its entirety hereby extended for 31 days and shall
10 be in full force and effect to and including January 31, 1997.
11 IN WITNESS WHEREOF, the parties hereto have executed this Extension on the day and
