Synopsis of Previous Council Action:
July 2001: Approved execution of Agreement with The Planning Center for provision of professional services to update the City's
General Plan.
August 19, 2002: Resolution approving Amendment No. One to expand the agreement with The Planning Center for providing
professional services to update the City's General Plan to include preparation of the Arrowhead Springs Specific Plan and related
tasks; and the City Attorney's office was directed, with the assistance of Special Counsel Sabo, to review the agreement; and make
appropriate changes to the language and to ensure that money from the developer must be on deposit prior to any release of
payments to the consultant; and to make those changes in the legal language that will protect the City and ensure that no City funds
are expended without coming back to the Mayor and Council for approval.
September 9, 2002: Resolution adopted rescinding Resolution No. 2002-281; and the following language added to Page 13 of
Exhibit B: "Additional Impacts to be Studied: Impacts of Proposed Roadway on Residential Property Values and Impacts of
Proposed Roadway on Loss of Open Space in the City, Mayor and Common Council authorized the City to accept funds in the
amount of $14,400 from the developer.
October 21, 2002: Mayor and Common Council authorized the City to accept funds in the amount of$101,102 from the developer
for previously approved Sub-task 1.1 a, and for The Planning Center to proceed with technical tasks for the Arrowhead Springs
portion of the General Plan update subject to the City receiving the required amount of funds from the developer/property owner of
Arrowhead Springs to pay The Planning Center for completion of each work item, task, or phase of the Scope of Work.
Recommended Motion:
1. That the Mayor and Common Council receive and file the Arrowhead Parkway Alternative Roadway Alignment Fatal Flaw
Analysis Report dated November 2003 and approve in concept the report's preferred roadway alignment (Alternative 4A I)
connecting Arrowhead Springs with 30'" Street; and
2. That the Mayor and Common Council approve an amendment to the Agreement for Services with the consultant to increase
services at a cost of $31,400 for the Arrowhead Springs Specific Plan portion of the General Plan update for a total contact
amount of $501,400, and increase Revenue Account of the General Plan update for a total contract amount of $501,400, and
increase Revenue Account No. 001-000-4714 by $31,400 and increase Expenditure Account No. 001-190-5502 by $31,400;
and
3. That the Mayor and Common Council authorize completion of the Arrowhead Springs Specific Plan portion of the General
Plan update, subject to the City receiving the required amount of funds from the developer/property owner of Arrowhead
Springs to pay the consultant for completion of each work item, task, or phase of the expanded Scope of Work.

BACKGROUND:
ALTERNATIVE ALIGNMENT FATAL FLAW ANALYSIS:
A critical component of the Arrowhead Springs project is the need to provide for safe and
adequate access. Intertwined with the Arrowhead Springs project is the need of the City of San
Bernardino to plan its lon~-range circulation system to construct a new north-south connection
between 40th Street and 30t Street, and in the future connecting such a roadway to SR 18 and SR
30.
For the purposes of this study, Arrowhead Parkway is envisioned as a City street between 40th
Street and 30th Street, which will ultimately provide direct connections to SR 30 and SR 18.
The proposed Arrowhead Springs Project presents an opportunity to the City to review various
alternatives, and to develop a safe and adequate access not only for the Arrowhead Springs
Project, but also review a future roadway alternative that ultimately provides a direct connection
between SR 30 to SR 18, and serves as an alternative to SR 18, thus relieving the traffic burden
on Waterman Avenue.
An initial study was conducted to determine if any fatal flaws exist, which from the
environmental, permitting, and traffic standpoints, would make the potential roadway link
infeasible, and to identify the pros and cons associated with various alternative alignments.
Several alternative alignments were studied to develop the best alternative to provide for safe and
adequate access not only for the Arrowhead Springs Project, but also to provide an opportunity
for the City of San Bernardino for its long-range circulation system within this area. In some of
the alternative studies, Arrowhead Parkway has been designed in such a manner as to provide the
opportunity for a future connection with SR 18 and SR 30. Phase I of the alignment would
include the segment of the expressway between 40th Street and Lynwood Drive/30th Street. This
new roadway segment will provide necessary capacity to carry the project generated traffic as
well as reduce the traffic along Waterman Avenue, and mitigate impacts associated with the
project. The connections SR 30 and SR 18 would be constructed in the future, subject to
agreement between the City and Caltrans. The initial study includes the potential impacts of
future connection to SR 18, as this section is within the Arrowhead Springs Project Right-of-
way, and as a result, is recommending dedication of the Right-of-Way for future connection. In
addition, the alternatives also include an opportunity to utilize the spoils, or muck, from the
Metropolitan Water District's Inland Feeder pipeline project to build a base for sections of
Arrowhead Parkway. This would reduce roadway construction costs and have the benefit of
relieving construction related truck impacts related to the Inland Feeder project on City streets.

A total of nine alternative alignments were studied in this analysis. These alignments are
generally described as follows:
Base Conditions 2025 (No Project/No Roadway): Arrowhead Springs project would not be
built; existing roadways would not be altered and no new roadway development would occur,
however the growth of current traffic will result in several deficiencies in the existing roadway
levels of service.
Alignment 1, Below the Western Levee of and within the Flood Control Basin: A new
roadway between 40th Street and 30th Street below the Western Levee of and within the Flood
Control Basin.
Alignment 2, Middle of the Flood Control Basin: A new roadway between 40th Street and 30th
Street in the center of the Flood Control Basin.
Alignment 3, Below the Eastern Levee of and within the Flood Control Basin: A new roadway
between 40th Street and 30th Street below the Eastern Levee of and within the Flood Control
Basin.
Alignment 4A, Existing Harrison widened to the West: The alignment follows the existing
alignment of Harrison Street. Harrison Street is widened to the west and the necessary right-of-
way is taken from the western side of existing Harrison Street alignment.
Alignment 4A.1, Existing Harrison relocated 20' to the west and then widened to the West:
This alignment is the least impactive and most beneficial alternative. The following is a detailed
description of this alternative:
Roadway north of 4(/" Street:
. Existing service road within the Metropolitan Water District Right-of-Way will be reconstructed
to City standards to provide access to Arrowhead Springs Project site from 40th Street.
. The new roadway will intersect 40th Street on the west side of the flood control channel.
. Developer will dedicate Right-of-Way through the project site north of 40th Street to allow future
freeway connection to SR 18.
Between 4(/" Street and Lynwood Drive/3f1h Street:
. Existing Harrison Street will be relocated 20' to the west away from the existing homes, and then
will be widened improving from existing 2 lanes to 4 lanes with a 14' wide center median.
. A new roadway segment will be constructed south of 33'd Street, extending it south to Lynwood
Drive west of the existing Search and Rescue Station and existing homes backing flood control
basin.
. A new improved intersection at Lynwood Drive/30th Street/Harrison Street will be reconstructed.
The west approach of Lynwood Drive at 30th Street will be cul-de-sacced to prevent commuter
cut-through traffic to use residential streets west of the flood control channel. The new
intersection aligoment will improve the visibility and safety.
. The aligoment will maintain access to the easterly intersecting streets along Harrison Street.
. A 20' wide landscaped area with meandering sidewalk, which will provide additional open space,
and decorative sound walls will be installed mitigating existing as well as future sound generated
along Harrison Street. The soundwall would have the additional benefit of serving to protect from
fires approaching from the west. Between 40th Street and 33'" Street, the new roadway follows
existing Harrison Street aligoment. Near 33'" Street a new roadway segment is constructed in the
Flood Control Right-of-Way extending it south to Lynwood Drive west of the existing Search and
Rescue Station and existing homes backing flood control basin. Existing Harrison Street south of
33'd Street remains as is.
. Intersection entry treatments will be installed between 40th Street and 33'd Street.
South of Lynwood Drive/3(/" Street:
. Existing 30th Street will continue to provide access to WaterrnanlSR 30 Interchange.
Alignment 4B, Harrison Widened to the East: Harrison Street is widened and the necessary
right-of-way is taken from the east side of the existing Harrison Street alignment.

Alignment 5, Sterling Avenue and Harrison Street As-Is: This alignment is an expressway that
would connect SR 18 to 40th Street in an alignment that is entirely west of East Twin Creek. The
roadways south of 40th Street, particularly Harrison Street and Sterling Avenue, would remain
unchanged.
Alignment 6, Arrowhead Springs Connection: This alternative provides for connections
between SR 18, the Arrowhead Springs project, and 40th Street; however, this connection is not
an expressway. The roadway connection between Arrowhead Springs and 40th Street would
follow an alignment that is entirely west of East Twin Creek. No roadway improvements would
occur south of 40th Street.
STUD Y COST:
The cost of the study is 100% financed by the developer.
Work has proceeded in phases with each subsequent phase being authorized separately by City
Council. To date, the developer has put on deposit the total sum of$115,412 with the City. The
Council has authorized the following tasks: alignment permitting process, an analysis of
construction related truck trips, a biological records search, a cultural records search, and a
rescoping effort) and portions of tasks in Phases Two and Three (which included a portion of
Task 2.1 Circulation Studies, a portion of Task 3.3 Biological Resources Study, a portion of Task
3.3 Cultural Resources Study, Task 2.2 Environmental Studies, a portion of Task 3.2
Screencheck Draft Specific Plan Analysis, and portion of Task 3.6 Administration). The
Planning Center has completed the work associated with these tasks and the Arrowhead Parkway
Alternative Roadway Alignments Fatal Flaw Analysis Report.
The property owner desires that the City authorize The Planning Center team to proceed with the
Arrowhead Springs Specific Plan, and be prepared, if necessary, to provide input at public
hearings, and participate in numerous coordination meetings with the City and property owner,
which were not a part of the original contract. The proposed amendment to the scope of work
will provide for the following:
. An additional $2.000 to account for the fact that the original budget assumed that the study
for the analysis for the specific plan and roadway alignment would occur simultaneously to
provide efficiencies to American Development Group
. The Planning Center team will participate in up to ten (10) coordination meetings with City
staff and the proj ect applicant.
. The Planning Center team will participate in public hearings to help present the findings for
the Fatal Flaw Analysis Report for Arrowhead Parkway.
. The Planning Center team will continue to provide coordination for the project and team. As
the schedule has been lengthened in duration and the total contract divided into phases, an
extraordinary amount of coordination has been and is required.
FINANCIAL IMPACT:
Funding in the amount of $470,000 was approved on August 19, 2002 for this project. This sum
would be increased by $31,400 to a total of$501,400. Revenue Account No. 001-000-4714 will
be increased by $31,400 and Expenditure Account No. 001-190-5502 will be increased by
$31,400.

FATAL FLAW ANALYSIS
INTRODUCTION:
An initial study was conducted by Planning Center to determine if any fatal flaws exist, which
from the environmental, permitting, and traffic standpoints, would make the potential roadway
link infeasible, and to identify the pros and cons associated with various alternative alignments.
The feasibility of portions of this roadway will help determine the viability of development in the
Arrowhead Springs Specific Plan area. The purpose of this analysis was not to satisfy the
California Environmental Quality Act (CEQA) process, but to identify potential fatal flaws and to
identify the pros and cons of each alternative alignment, thereby enabling the City and
Arrowhead Springs property owners to identify the preferred roadway alignment. To facilitate
future planning efforts, the fatal flaw analysis was performed using a modified version of the
CEQA checklist. The analysis and recommendations were based upon a biological resources
assessment, a cultural resources assessment, a noise analysis, and a traffic analysis of alternative
roadway alignments of the areas potentially impacted.
A critical component of the Arrowhead Springs project is the need to provide for safe and
adequate access. Intertwined with the Arrowhead Springs project is the need of the City of San
Bernardino to plan its long-range circulation system to construct a new north-south connection
between 40th Street and 30th Street, and in the future connecting such a roadway to Highway 18
and Highway 30.
For the purposes of this study, Arrowhead Parkway is envisioned as a City street between 40th
Street and 30th Street, which will ultimately provide direct connections to Highway 30 and
Highway 18.

between Highway 30 to Highway 18, and serves as an alternative to Highway 18, thus relieving
the traffic burden on Waterman Avenue.
A meeting was held between Caltrans, the City, and the Consultant to discuss the alignment
study, and the possibility of involving Caltrans' and FHW A's (Federal Highway Administration)
at this stage. Caltrans advice was to conduct the alignment study without their involvement since
the first stage of this project is the connection between 40th Street and 30th Street, which is not
within Caltrans jurisdiction. Their council was that the appropriate time to request Caltrans and
FHWA review would be when the City is ready to build the connections to Highway 18 and
Highway 30, which is the future phase of the alignment. However, Caltrans suggested that if the
final design of the roadway connection between 30th and 40th Street were done per Caltrans
standards, it would facilitate the acceptance of this roadway by Caltrans as a State Highway in the
future. This would also avoid reconstructing the roadway to Caltrans in the future, thus
minimizing the construction costs. Caltrans also indicated that, when the new roadway is
converted to a State Highway in the future, Waterman could be relinquished to the City.

Roadway north of 40'h Street:

South of Lynwood Drive/30th Street:
. Existing 30'h Street will continue to provide access to Waterman/SR 30 Interchange.
Alignment 4B, Harrison Widened to the East (See Figure 4):
Harrison Street is widened and the necessary right-of-way is taken from the east side of the
existing Harrison Street alignment.
Alignment 5, Sterling Avenue and Harrison Street As-Is (See Figure 6):
This alignment is an expressway that would connect Highway 18 to 40'h Street in an alignment
that is entirely west of East Twin Creek. The roadways south of 40th Street, particularly Harrison
Street and Sterling Avenue, would remain unchanged.
Alignment 6, Arrowhead Springs Connection (See section north of 4(/' Street on Figure 5):
This alternative provides for connections between Highway 18, the Arrowhead Springs project,
and 40th Street; however, this connection is not an expressway. The roadway connection between
Arrowhead Springs and 40'h Street would follow an alignment that is entirely west of East Twin
Creek. No roadway improvements would occur south of 40'h Street.
LOCATION:
The proposed Arrowhead Parkway is generally located in the northern portion of the City of San
Bernardino between State Route 18 and State Route 30 in an area generally referred to as
