Subiect:
hnplementation of the proposed Parks, Recreation & Community Services Department
Reorganization.
Backl!round:
The Director of Parks, Recreation & Community Services has undertaken a thorough evaluation
ofthe department structure, operations, and function to determine how best to organize the
department for the following purposes: 1) to maximize efficiency; 2) to ensure job equitability;
and 3) to implement succession planning. Additionally, given the conditions of the current City
budget, a reorganization plan has been developed to produce some long-range cost savings to the
General Fund.
The following recommendations reflect necessary changes based on current work responsibilities
and service levels:
Create Recreation Coordinator % Time Classification
One of the most apparent issues to come out of the study is the lack of supervisory authority
within some work units, in particular, the Recreation Division. This appears to have been caused
by previous budget reductions that eliminated positions within the department with no
corresponding department reorganization to manage the resultant supervisory gaps. An example
includes the Community centers that are open an average of II hours per day, but only one (1)
full-time staff person and several entry-level part-timers manage each center. Significant service
and supervisory gaps are created when the full-time Center Manager either; ends his or her
regular workday; is managing a citywide recreation program that takes them offsite; or, is on
leave. In addition, most local community centers have some weekend operating hours. The City
centers do not, which represents a lower service level to some very needy communities. To
resolve this issue we are recommending the creation of a new entry-level professional recreation
employee, entitled Recreation Coordinator, to assist the Center Managers. These positions will
work %-time and receive % benefits.
Create Senior Recreation Supervisor - Soccer Complex
Based on the City's new responsibility of managing the soccer complex, it is necessary to create
the position of Senior Recreation Supervisor - Soccer Complex. This position will be
comparable to the Senior Recreation Supervisor with an emphasis on soccer and athletic
complex management.
Reclassify Communitv Service Center Manager to Recreation Supervisor
Through previous budget reductions, other positions have been eliminated or downgraded
causing several personnel to work outside of their classification and/or work unit. One example
of this is a Community Service Center Manager supervising two (2) senior centers, which is
above the level of responsibility of a Center Manager. Weare recommending this position be
reclassified to a Recreation Supervisor.
Bargaining Unit Changes
The department also has two (2) positions we are recommending be reclassified and placed in the
Mid-Management Unit instead of their current General Unit status.
. The Athletic Field Maintenance Specialist is currently responsible for supervision of one (I)
full-time and (15) part-time employees, this position requires technical expertise in the
maintenance and renovation of a professional baseball stadium, and management of a
$300,000 budget. We are recommending the salary range for this position be increased five
percent (5%) and placed into the Mid-Management Unit from the General Unit.
. The Parks Projects Coordinator currently supervises one (I) full-time employee, develops
and administers eight (8) landscape maintenance contracts totaling over $200,000, and
inspects and approves all new commercial, industrial, and residential development
landscaping. Additionally, this position may assume responsibility for the maintenance of all
Landscape Maintenance Districts and two (2) additional full-time staff during FY 03-04. We
are recommending this position be reclassified to Parks Projects Supervisor and placed in the
Mid-Management Unit from the General Unit.
Reclassifv Community Center Manager I. II to Community Center Manager
The Community Center Manager classification has historically had two leyels, Community
Center Manager I and Community Center Manager II. While these two levels have had minor
technical differences in their job descriptions, the reality is that there is no difference in the
expectations or responsibilities of these positions. Weare recommending both positions be
reclassified to Community Center Manager and the salary range placed at the current
Community Center Manager II level.
The Parks, Recreation & Community Services Department needs to become a leaner, more
efficient organization in order to weather budget pressures and ensure its future viability. The
following recommendations reflect new department priorities, supervisory control, and
efficiency improvements:
Reclassify Park Superintendent to Park Proiects Manager
We are recommending the reclassification of the vacant position of Park Superintendent to Park
Projects Manager. Capital projects, landscape inspections, and contract management will be the
responsibility of the newly created position of Park Projects Manager. The current position of
Park Superintendent has been vacant since September 2002.
Reclassify Recreation Superintendent to Assistant Director
We are recommending the reclassification of the current Recreation Superintendent to a newly
created position of Assistant Director to include management authority for the Recreation,
Community Services, and Cemetery Divisions. The current responsibilities of park operations
and ballfield maintenance will come under the direction of the Director, and delegated
geographically to the assigned supervisor.
Cemeterv Division
The Cemetery Division is currently staffed with a Superintendent and three (3) Park
Maintenance Workers. Six years ago, the staffing level included a Superintendent, an
Administrative Clerk, and four (4) Park Maintenance Workers. At the current staffing and
service levels, the supervision of the division is overstaffed at the Superintendent level.
Additionally, the Cemetery can be more efficiently run through the following service and
staffing changes:

Cemetery positions currently include customer service, ground maintenance, hand watering, plot
sales, pre-need sales, burial management, and vandalism mitigation. Under this reorganization
plan, the Customer Service Representative would have responsibility for direct service delivery
including customer service contact, plot sales, pre-need sales, and burial management. The Park
Maintenance Worker will have responsibility for hand watering, vandalism mitigation, and burial
preparation. Grounds maintenance responsibilities would be managed under an outsourcing
agreement. Overall direction for cemetery operations will come from the Assistant Director. The
Park Maintenance Worker III position would be transferred to the Parks Division and eventually
eliminated through attrition. The remaining Park Maintenance Worker II position would also be
transferred to the Parks Division to remain in support of general park maintenance
responsibilities, as well as cemetery operations including assistance with burial management.
Without significant capital infusion, the Cemetery has the following plots available: Adult
Graves - 3,757; Baby/Cremation -73; Urn Garden - 10. Currently, the Cemetery manages an
average of ISO burials per year. Based on this figure, the Cemetery will not reach sellout in
excess of 35 years.
Norton Gymnasium/Galaxv Ballroom
The Norton Gymnasium/Galaxy Ballroom facility has been part of the department's inventory
since 1996; however, its potential has yet to be realized. Based on our previous structure, there
was ouly a skeleton staff available to administer City programs at these facilities. The
department has the ability to operate revenue-generating programs out of both of these facilities
seven-days-per-week, if staff were available to create, market, and implement these services. We
are recommending reclassifying a Community Center Manager II position to Recreation
Supervisor to create, develop, plan, implement, and evaluate a variety of revenue and non-
revenue-based programs to address a significant public need. Funding would come from the
current Center Manager position at Mill Community Center. This facility would become
primarily a rental facility. This center serves the same geographic area as Norton; however, it
does not have the size or mnnber of facilities to support the growing demand for recreation and
sports activities in the area.
The reorganization recommendations follow with a breakdown ofthe cost and savings
anticipated with full implementation of this plan.
Financial Impact:
Baseball Stadium:
Upgrade of the Athletic Field Maintenance Specialist will increase the annual cost to the Stadium
budget by approximately $5,100. This increased cost will be paid 50% by the City and 50% by
the 66ers, in accordance with the stadium lease agreement. For FY 03-04, the City's estimated
share of the cost increase is approximately $1,300. At this time it is estimated that there are
enough funds in the Stadium budget to cover this cost. If, after the mid-year budget review it
appears that there are not sufficient funds in the Stadium budget, then a budget adjustment will
be brought forward at that time.
Cemetery:
The proposed reorganization includes the addition of a Customer Service Representative and the
deletion of the Cemetery Superintendent, PMW II, and a PMW III. The financial impact of these
changes will be an annual savings to the Cemetery Fund of approximately $130,500.
Of this $130,500 savings, $40,000 will be used to set up a grounds maintenance contract for the
cemetery, as indicated above. Another $48,700 will be used to eliminate the annual General
Fund transfer that has been necessary to subsidize the cemetery operations. The remaining
savings of $41,300 will be used to pay a portion of the Park Projects Manager salary and part of
the Assistant Director of Parks salary, since both of these positions will provide overall direction
and oversight to the cemetery operations.
Since it is anticipated that most of the proposed reorganization will be implemented January I,
only about half of the savings will be realized for FY 03-04. Therefore, Finance will work with
the Parks Department to implement the changes and make the necessary budget adjustments as
needed for FY 03-04.
Soccer Complex:
The position discussed in this reorganization for the Soccer Complex was already included in the
Soccer Complex budget for FY 03-04. Therefore, there is no additional financial impact or
budget adjustment to the Soccer Complex budget.
General Fund:
The net impact to the General Fund as a result of these actions is zero. After all the proposed
deletions and additions are done to the Parks and Recreation general fund budget, there is a cost
of $142,600. To cover this cost, the department's general fund budget for part-time salaries will
be reduced from a total of $476,500 to $333,900. As the staff report indicates, there will be no
negative impact as a result of these reduction; the productivity gained by the establishment of the
eight (8) new Y. time positions will actually result in an improved level of service to the
community.
Since this reorganization will take some time to be implemented, the Finance Department will
work with the Parks, Recreation, and Community Services department to make the adjustments
to their FY 03-04 on an as-needed basis in order to implement this plan.

GUIDELINES FOR % TIME EMPLOYEES
PARKS, RECREATION & COMMUNITY SERVICES DEPARTMENT
Benefits Oualification
Employees must average at least thirty (30) hours per week of scheduled work, based on
hours actually worked. Employees meeting the criteria for the twenty-four (24) pay
periods ending with the last pay period in September of each year shall be included for
benefit purposes for the year beginning the following January, for as long as they
continue to be regularly scheduled to work. A voluntary leave of absence for two
consecutive pay periods or more will suspend benefits for the remaining fiscal year.
Health Insurance Contribution
Employees that meet the qualifications above will receive a monthly contribution of
$200.00 towards the purchase of City provided employee health insurance. Employees
may opt to not participate in employee health insurance by filling out a waiver. Any
contribution not utilized by the employee shall revert to the City.
Salary Adjustments
Salary adjustments will be administered in compliance with Resolution No. 6413.
CompensationfurOvemme
Definition of hours worked - Hours worked are defined as hours which employees are
required to be performing their regular duties or other duties assigned by the City.
Normal overtime is defined as any scheduled hours worked in excess of the basic
workweek. The basic workweek is 40 hours.
Normal overtime for all non-exempt employees shall be paid at one-and-one-half(I-l/2)
times the hourly rate of the employees hourly salary rate.
Holidavs
Employees will receive six (6) hours of holiday pay for each City designated holiday
when such holidays occur within the regularly assigned working periods, provided they
are in a paid status during any pomon of the working day immediately preceding or
following the holiday. Paid City holidays will be the same as provided in the General
Unit full-time employees MOD. Holiday pay does not include floating holidays.
If it becomes necessary for an employee to work on a City designated holiday, he/she
shall receive pay at the regular rate and shall be allowed another six (6) hour day off at
full pay during the same pay period as approved by the Department Head. Paid holidays
will count towards the hours necessary to qualify for benefits.
Vacation Leave
Employees that qualify for benefits will receive sixty (60) hours of vacation leave on
January 1, of each year following qualification. Vacation leave may be accumulated up to
a maximum of one hundred twenty (120) hours. Upon termination, payment for earned
vacation shall be made on the basis of the hourly rate of pay being received by the

PARK PROJECTS SUPERVISOR

SUMMARY DESCRIPTION
Under general direction, plans, directs, organizes and supervises the maintenance contracts, workmanship,
materials and specifications; conducts plan review and coordination of parkways, easements, assessment
districts and conditional requirement landscaping in conjunction with appropriate City Departments;
supervises, reviews and inspects park, recreational and public use sites and facilities of public landscape
development and renovation projects; and performs related work as required.
ORGANIZATIONAL RELATIONSHIPS
The Park Projects Supervisor is a professional staff level position in the Parks Division which provides
supervision and direction to the Landscape Inspectors and reports to the Park Projects Manager.
REPRESENTATIVE DUTIES
The fallowing duties are typical far positions in this classification. Any single position may not perform all of these
duties and/or may perform similar related duties not listed here:
I. Provides courteous and expeditious customer service to the general public and City department staffs.
2. Participates in the development and implementation of goals, objectives, policies and priorities;
recommends and implements resulting policies and procedures.
3. Makes field inspections of Park and Assessment District properties to ensure compliance with
landscape maintenance contracts; inspects landscape construction projects to ensure compliance with
plans and specifications; provides accurate information to inquiries concerning landscape installation
and maintenance activities of community groups or individuals.
4. Participates in the review of subdivision and street improvement proposals for landscaping
requirements; prepares, reviews, and analyzes the preparation of plans, cost estimates and materials
listings for landscaping, irrigation systems, recreational facilities and minor structure improvements;
develops specifications on workmanship and materials and coordinates inspections of contract
maintenance work.
5. Reviews plans and specifications; prepares recommendations on proposed and existing parkways,
easements, assessment districts and conditional requirements of landscaping in conjunction with
appropriate City Departments; prepares recommendations for park, recreation and public use areas as
well as facility development and renovation.
6. Provides technical assistance to review committees; coordinates park, recreation and development
planning activities for major improvements with private architects and other City departments; plans
and develops schedules for programs of park renovation and facility refurbishing; operates a city
vehicle.
7. Supervises, trains and evaluates subordinates; provides or coordinates staff training; works with
employees to correct deficiencies; implements discipline procedures.
8. Participates in the preparation and administration of assigned project budgets; submits budget
recommendations; monitors expenditures.

9. Routinely adheres to and maintains a positive attitude towards City and Department goals.

GENERAL OUALIFICATIONS
Knowledee of:
Principles and practices of landscape architecture and engineering design as applied to parkways,
easements, assessment districts and conditional requirement landscaping;
Park and recreation and public use area development and renovation;
Characteristics of various plant life for park and recreational areas;
Park and open space philosophy and the principles involved in long-range planning and project
analysis;
Street tree and parkway design;
Methods, materials and equipment used in parkways, easements, assessment districts and conditional
requirements landscaping in conjunction with appropriate City Departments.
Abilitv to:
Enforce maintenance contract and landscape contract workmanship and materials;
Estimate costs and prepare plans, budgets and specifications;
Negotiate and coordinate construction projects;
Perform technical research and plan parkways, easements, assessment districts and conditional
landscaping requirements in conjunction with appropriate City Departments;
Review and make recommendations on park, public use and recreational area designs;
Supervise, train and evaluate subordinates;
Traverse uneven terrain in the course of work;
Communicate clearly and concisely, both orally and in writing;
Establish and maintain effective working relationships with those contacted in the course of work.
Minimum Oualifications:
Completion of 60 college semester units (90 quarter units) in landscape architecture, planning, park
management or closely related field, and two years experience in the maintenance, landscape design
and construction coordination of landscaping, parks or other related projects.
License or Certificate:
Possession of a valid Class "c" California Driver's License is required.

SUMMARY DESCRIPTION
Under general direction, to assist, supervise and administer a broad City parks, recreational and
community services program; make recommendations relative to the operation, maintenance,
construction, protection and custodial services of public parks, parkways, buildings and grounds, and
other related work including specific responsibilities for management and supervision of the recreation
facilities and programs, social service and senior citizen contracts, and operation of the Westside Drop-In
Center, and to perform related work as required.
ORGANIZATION RELATIONSIDPS
The Assistant Director of Parks & Recreation works under the direction of the Director of Parks &
Recreation in conducting the management function of assigned areas; may supervise divisions within the
Parks, Recreation and Community Services Department.

I. Plans, organizes, and coordinates assigned departmental work and assists in the supervision and

3. Supervises and conducts surveys of community recreational requirements to include the construction
of additional facilities.
4. Administers special assignments, which identify areas of community needs and oversees the
development of service delivery systems.
5. Develops and directs a public relations program.
6. Plans and recommends the purchase of additional property and equipment; assists in the planning,
acquisition, development, and improvement of public land, and recreational facilities.
7. Recommends policies and procedures for the collection of fees and charges for use of facilities.
8. Establishes in-service training programs, assists in the preparation of the departmental budget and
monitors the expenditure of funds.
9. Gives assignments and instructions to subordinate supervisors, attends and participates in meetings,
conferences with other departmental administrators, public agencies, private citizens, and professional
groups to discuss various community, recreational and park problems.
10. Provides technical assistance to the community, governmental agencies, and organizations on
community services, park, and recreational facilities and programs.
II. Prepares reports, manuals, studies, bulletins, and reviews of activities and problems; investigates and
satisfies complaints concerning departmental services and facilities.
12. Interviews personnel and recommends hiring, promotion, and dismissal; reviews performance rating
of employees; provides employee counseling.
13. Prepares oral and written presentations.
14. Acts as the Director of Parks, Recreation and Community Services in the absence of the Director; and
performs related duties as required.

Education and Exoerience Guidelines
Bachelor's Degree in Recreation, public, or business administration, and 4 years progressively
responsible administrative or supervisory experience in managing recreation programs, human
resources, budgets, grants programs and projects, and finance matters for a municipal department
with a diversity of functions.
License or Certificates:
Possession of a valid Class "C" California Driver's License is required.
