Recommended Motion:

SUBJECT
Rejection of all bids for professional building plan review services and extension of contracts
with current vendors.
BACKGROUND
The City Purchasing Division conducted a request for proposals for building plan review
services. The bid opening was conducted on July 31, 2003. Six vendors responded, only one was
a local vendor. This request for proposals was conducted prior to Mayor Valles' direction that
local vendors are given a 5% preference for bids on projects/services to be provided to the City.
Due to the fact that this provision was not included as a technical specification in the request for
proposal for professional plan review services, it is recommended that all bids be rejected and the
request for proposal be conducted again with the inclusion of specific wording for the provision
of 5% local vendor preference. Wording of the specification will be consistent with the format
approved by the Mayor and Council at their September 2, 2003 meeting.
Staff requests approval to extend contracts with current vendors until such time as the revised
request for proposals can be completed, delivered to interested consultants to respond to the
request for proposals, the staff completes the evaluations, selects the consultants to recommend
to the Mayor and Common Council, and the Mayor and Common Council take the appropriate
actions. This will allow the Development Services Department to continue to process requests
for expeditious building plan review. The estimated amount needed is $150,000, which will be
used in aggregate between the two current vendors, Willdan and EsGil Corporation.
FINANCIAL IMPACT
Funds for professional plan review services are available through plan review fees collected
upon submittal of development projects. When an applicant requests expeditious review, a
portion of the plan check fees collected in an amount equal to the consultant charges is deposited
in a trust account and payment to the consultant is drawn from the trust account. Therefore, the
Development Services Department budget will not be impacted and there is no financial impact
to the City.
RECOMMENDATION
That the Mayor and Council reject all bids for professional building plan review services and
authorize the Purchasing Manager to solicit new bids and extend the contracts with the current
vendors for a not to exceed amount of $150,000 in aggregate.

5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. ESGIL CORPORATION, AND WILLDAN are firms which were
8 previously awarded contracts per Resolution No. 2000-263 dated September 5, 2000 for
9 professional building plan review services, and said contracts are hereby extended for a not to
10 exceed amount of $150,000 in the aggregate. Pursuant to this determination, the Purchasing
11
Manager is hereby authorized and directed to issue Purchase Orders to extend the above
12
referenced contracts for said services to said firms with all other terms and conditions of said
13

contracts remaining the same.
SECTION 2. The authorization to issue the above referenced Purchase Orders is
rescinded if they are not issued within sixty (60) days of the passage of this resolution.
