Staff Report
Subject:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
Mayor of the City of San Bernardino or her designee to apply for and administer a grant from the
Murray Hayden Program under the California Clean Water, Clean Air, Safe Neighborhood
Parks, and Coastal Protection Act of 2002 to renovate the Norton Gymnasium facility.
Background:
Grant Summarv
The Murray Hayden Program's intent is to provide grant funding for Capital Projects, including
parks, park facilities, environmental youth service centers that will employ neighborhood
residents and At-Risk-Youth, and are within immediate proximity of a neighborhood that has
been identified by the Department as having a critical lack of parks and open space land and/or
deteriorated park facilities; a shortage of services for youth; significant poverty; and significant
unemployment.
The Department of Parks, Recreation and Community Services Department is requesting the
authorization to apply for a grant from the State of California Parks and Recreation Department
to rehabilitate the Norton Recreation Center to increase the quality and variety of programs and
activities for the youth and adults of the City of San Bernardino. This item was heard at the
Grant Ad Hoc Committee on November 18, 2003. Proposed improvements include HV AC
upgrade, gym floor and bleachers, locker and shower facilities, lobby upgrades, recreation
equipment, and landscaping.
The City acquired this facility in 1994 as a gift from the Federal Government for Parks and
Recreation use in perpetuity. To date there has been no funding to bring these buildings up to
code and to make them fully useable.
Financial Impact:
The maximum funding level under this state grant program is $2.5 million. The department will
be requesting $1 million in funds for the Norton Project. No local cash match is required.
Recommendation:
Adopt resolution.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AUTHORIZING THE MAYOR OF THE CITY OF SAN
BERNARDINO OR HER DESIGNEE TO APPLY FOR AND ADMINISTER A GRANT
FROM THE MURRA Y HAYDEN PROGRAM UNDER THE CALIFORNIA CLEAN
WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS, AND COASTAL
PROTECTION ACT OF 2002 TO RENOVATE THE NORTON GYMNASIUM
FACILITY.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
WHEREAS, the people of the State of California have enacted the CALIFORNIA
CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS, AND COASTAL
PROTECTION ACT OF 2002, which provides funds to the State of California for grants to
eligible Applicants; and
WHEREAS, the California Department of Parks and Recreation has been delegated the
responsibility for the administration of the Murray-Hayden Urban Parks and Youth Service
Program and the grant Project shown above within the State, setting up necessary procedures,
and
WHEREAS, said procedures established by the California Department of Parks and
Recreation require the Applicant's Governing Body to certify by resolution the approval of the
Application before submission of said Application to the State, and
WHEREAS, the City of San Bernardino will enter into a Contract with the State of
California for the Project;
NOW, THEREFORE, BE IT RESOL VED that the City of San Bernardino hereby:
1.
Approves the filing of an Application for local assistance funds from the Murray-
Hayden Program under the California Clean Water, Clean Air, Safe Neighborhood
Parks and Coastal Protection Act of 2002; and
Certifies that the City of San Bernardino has or will have sufficient funds to operate and
maintain the Project; and
Certifies that the City of San Bernardino has reviewed, understands, and agrees to the
General Provisions contained in the Contract shown in the Procedural Guide; and
Certifies that the Project conforms to the recreation element of any applicable city or
county general plan; and
Appoints the City of San Bernardino Parks, Recreation and Community Services
Department's Director as agent to conduct all negotiations, execute and submit all
documents including, but not limited to, applications, payment requests, and other
documents, which may be necessary for the completion of the Project.
