Synopsis of Previous Council Action:
November 4. 1996: The Mayor and Common Council authorized the 1996/97 and
1997/98 holiday closures.
Recommended Motion:
1. That the Mayor and Common Council require affected employees to take off
Friday, December 26, 2003, using their own accrued leave.
2. That the Mayor and Common Council require affected employees to take off
Friday, January 2, 2004, using their own accrued leave.

Subiect:
2003-2004 Holiday Closure.
Backeround:
This year the Christmas and New Years Holidays fall in the middle of the week, on Wednesday
(December 24 & December 31) and Thursday (December 25 & January I). Due to the
traditionally limited customer traffic on December 26th, staff has recommended that City Hall be
closed on that day with employees required to use their own vacation, holiday, or administrative
leave on that day if it is a regularly scheduled workday for them.
Through the meet and confer process with SBPEA, the union also requested that City Hall be
closed on January 2,2004, to make more equitable the amount oftime each employee would
need to take off. Since most employees are on a 9/80 work schedule with alternating Friday's off,
closing on both Fridays would require them to use their own time for only one of the closure
dates.
This closure does not impact Police or Fire operations, or any other critical operations.
Attached is a listing of departmental availability during Holiday Closure 2003.

There is no financial impact for this action.
Recommendation:
2003-2004 Holidav Closure
I. That the Mayor and Common Council require affected employees to take off Friday,
December 26, 2003, using their own accrued leave.
2. That the Mayor and Common Council require affected employees to take off Friday,
January 2, 2004, using their own accrued leave.
The miscellaneous bargaining units (General, Mid-Management and Confidential/Management
and Unclassified) concur with the above recommendations.

Holiday Operations 2003
The following departments will remain open during the Holiday closure:
Police
Fire
Note: Emergency Services and Response remains open; Administrative Office and Fire
Prevention Bureau will observe City Hall closure schedule.
The following departments will be open with certain conditions:
Animal Control
The Animal Shelter will be closed to the public during the Holiday closure. Animal
Control Officers will be working all days, and on-call all nights.
City Attornev Office
Will be closed on December 25, 2003, and January 1,2004.
Facilities Manaeement
The various divisions of Facilities Management will be available as follows:
Custodial Maintenance -
On call for emergencies only; please call Fire
Dispatch at 384-5777.
Will continue in full operation to Carousel Mall and
Central Police Station

Parking Control
Finance Denartment
Print Shop and Mail Service will follow the holiday closure schedule.
Librarv
The Feldheym Central Library and the three branch libraries will close according to the
Holiday closure schedule.
Parks. Recreation and Community Services
The Parks, Recreation and Community Services Main Office will be closed according to
the Holiday closure schedule.
The Park Division will be closed on during the Holiday closure, except for limited park
maintenance at Littlefield/Shultis Park, Hudson Park, Perris Hill Park, Wildwood Park,
Seccombe Lake Park, and Lytle Creek Park.
Cemetery employees will be off during the Holiday closure; however, the grounds will
remain open for visitors on those dates.
Recreation Division Centers will be closed for the Holiday closure. Hours of operation
during the balance of the holiday season are as follows:
Hernandez Center
Campos Center
Delmann Heights
Mill Comm. Center
Lytle Creek Center
Nicholson Center
8 am to 8 pm (Children's hours 1-8 pm)
8 am to 8 pm (Children's hours 1-8 pm)
8 am to 7 pm (Children's hours 1-7 pm)
8 am to 7 pm (Children's hours 1-7 pm)
9 am to 8 pm (Children's hours 1-8 pm)
10 am to 8 pm (Children's hours 1-8 pm)
Perris Hill and 5th Street Senior Centers and cm will be closed in accordance with the
Holiday closure schedule.
Public Services
Refuse service employees will observe the December 25th and January 151 holidays.
Residential and commercial customers will be one day late on receiving services after the
Thursday holidays. All other crews will be off unless on standby (sewer crew).
Water DeDartment
City Hall and Water Reclamation Plant offices will be closed during Holiday closure.
Twenty-four hour crews are available for emergencies.
