Subject:
Resolution awarding a contract to Hillcrest Contracting, Incorporated for Waterman Avenue,
Washington Street and Barton Road signals upgrade per Plan No. 10496.
Back~round:
On September 15, 2003, the Mayor and Common Council allocated, as part of the FY 2003/04
Capital Improvement Program (CIP), $228,100 in a combination of Traffic System Fee funds
and Congestion Management and Air Quality (CMAQ) grant funds to upgrade the traffic signal
at Waterman Avenue and Washington Street.
This project has been identified in the proposed 2003-2004 CIP, Item TC04-06, as one of the
projects to be funded from Account No. 250-370-5504-7177 "Waterman Avenue, Washington
Street and Barton Road Signals Upgrade".
This project consists of the following:
1. Constructing a dual left turn lane from eastbound on Washington Street to northbound
on Waterman Avenue.
2. Constructing ADA access ramps allowing bus transit riders a path of travel through the
intersection bus stops east of the intersection.
3. Replacement of the existing signal mast arms and poles with longer mast arms and
larger signal poles. These longer mast arms and poles are necessary to accommodate
the dual left turn phase and allow better signal visibility in all directions.
The Plans and Specifications for this project are complete. The project was advertised locally
in the San Bernardino County Sun Newspaper, F. W. Dodge, Construction Data Hot Sheet,
Reed Construction Data and Bid America, Construction Bid Source, the City's web sites, and
with the San Bernardino Area Chamber of Commerce.
Bids have been received and the contract is ready to be awarded. The following companies
responded:

STAFF REPORT
Based on review of the sealed competitive bids received, staff has determined that Hillcrest
Contracting, Incorporated of Corona, the apparent low bidder, has met the minimum
requirements of the specifications and bid guidelines, and therefore recommends that the
Mayor and Common Council award the referenced contract to Hillcrest Contracting,
Incorporated.
The estimated project costs are as follows:
Construction Cost (basic bid) $ 154,366.40
Inspection and Contract Administration $ 15,400.00
Contingencies $ 15,433.60
Total $ 185,200.00
Jurisdictional responsibility for this intersection is split approximately equally between the City
of San Bernardino and the City of Colton. Colton has agreed to install landscaping at the
intersection after completion of the signal upgrade as its share of the improvements at that
location.
If approved this project is expected to begin construction in December of 2003 and be
completed by March of 2004.
Financial Impact:
Out of the $228,100 budget allocated for this project $16,800 was expended last fiscal year and
$211,300 is allocated to be expended in this fiscal year (FY 2003/04) in Account No. 250-370-
5504-7177, "Traffic Controls/Waterman Avenue, Washington Street, and Barton Road Signals
Upgrade.
Up to $106,000 of the $228,100 budget for this project will be reimbursed under terms of a
SANBAG Congestion Management and Air Quality (CMAQ) Grant. The balance of the
project cost has been budgeted to come from Traffic Systems Fee funds. Any expended funds
that remain after the project is completed will remain in the Traffic Systems fund balance until
the Mayor and Council appropriate the funds for another project.
Recommendation:
Adopt Resolution.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Hillcrest Contracting, Incorporated, 1467 Circle City Drive. Corona,
CA 92879-1668, is the lowest responsible bidder for Waterman Avenue, Washington Street
and Barton Road Signals Upgrade per Plan No. 10496. A contract is awarded accordingly to
said bidder in a total amount of $154,366.40, with a contingency amount of $15,443.60, but
such award shall be effective only upon being fully executed by both parties. All other bids,
therefore, are hereby rejected. The Mayor is hereby authorized and directed to execute said
contract on behalf of the City; a copy of the contract is on file in the office of the City Clerk
and incorporated herein by reference as fully as though set forth at length.
SECTION 2. This contract and any amendment or modifications thereto shall not
take effect or become operative until fully signed and executed by the parties and no party
shall be obligated hereunder until the time of such full execution. No oral agreements,
amendments, modifications or waivers are intended or authorized and shall not be implied
from any act or course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties to the contract fail to execute
it within sixty (60) days of passage of the resolution.
