Subiect:
Authorization to establish a 4-way stop at the intersection of Pedley Road at Monterey A venue.
Backeround:
Development Services staff has attended meetings of International Neighborhood Cluster
Association, where its members requested the installation of a 4-way stop at the intersection of
Pedley Road and Monterey Avenue. Three fourths (3/4) of this intersection lies within the
jurisdiction of the County of San Bernardino. The requestors feel that installation of a 4-way stop
will enhance traffic safety. Of particular concern is school pedestrian safety since Monterey
Elementary School is located on the northwest corner.
Staff advised the requestors that since both Pedley Road and Monterey A venue are classified as
local, residential streets, this request would be evaluated in accordance with City's Administrative
Policy for Stop Sign Installation. Additionally, the requestors were advised that if the City fmds
that the request is warranted and is approved by the Mayor and Council, concurrence from the
County of San Bernardino would have to be attained before the City could install the 4-way stop.
The first step in the process is to circulate a petition, requesting the four-way stop. A petition was
prepared by staff, circulated by the requestors and signed by residents in the vicinity of the
intersection.
Traffic Engineering Section staff evaluated the request. Pursuant to the evaluation, staff has
determined that this intersection meets Warrant "B" of the Administrative Policy (see
attachment). This warrant is satisfied when sixty (60%) percent of the residents located within
six-hundred (600) feet of the proposed stop sign, sign a petition agreeing to its installation and
two other criteria are met. In this case, criteria B-1 and B-12 are met. Part B-1 of the warrant
is met when a school is located within 600 feet of the intersection, and the intersection is on
the "Suggested Route to School". Part B-12 is met when "Less than desirable pedestrian or
vehicular conditions ... exist at the intersection (as determined by the City's licensed Traffic
Engineer)". In this case, it was determined that the fact that Pedley Road (the major street),
currently stops for Monterey Avenue (the minor street), which creates an undesirable situation.
Ideally, the stop signs should be reversed; however, in the past, reversal of stop signs has
caused confusion to motorists and pedestrians, as well. The following are traffic volumes that
were recently taken at the intersection:

Since this intersection meets Warrant "B" of the Administrative Policy for Installation of Stop
Signs, staff recommends the installation of a 4-way stop at the intersection of Pedley Road and
Monterey A venue.
The County's Traffic Engineering Division has been contacted relative to this issue. The
County concurs with the findings and recommendations of City staff and will seek approval
from the Board of Supervisors to establish a 4-way stop at this intersection.
Financial Impact:
The estimated cost of $ 800.00 for installing the new stop signs will come from Account No. 001-
I87-5II I (Signing and Striping Materials).
Recommendation:
Adopt Resolution.

RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING
RESOLUTION NO. 655 ENTITLED, IN PART, "A RESOLUTION...
DESIGNATING CERTAIN STREETS, OR PORTIONS THEREOF AS
THROUGH HIGHWAYS..." AND ESTABLISHING A FOUR WAY STOP AT
THE INTERSECTION OF PEDLEY ROAD AND MONTEREY A VENUE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION I: Resolution No. 655, which designates certain streets, or
portions thereof, as through highways, Section One is amended by adding Subsection
(13.72) PEDLEY ROAD to read as follows:
" (13.72) PEDLEY ROAD
(A) At its intersection with Monterey Avenue (4-Way Stop)."
SECTION 2: Resolution No. 655, which designates certain streets, or
portions thereof, as through highways, Section One is amended by amending Subsection
(10.3) MONTEREY A VENUE to read as follows:
" (10.3) MONTEREY AVENUE
(A) At its intersection with Pedley Road (4-Way Stop)."
