Synopsis of Previous Council Action:
February 5, 2001: Ordinance amending San Bernardino Municipal Code regarding designated area for dogs in
public parks was adopted (MC-I092).
January 22,2001: Resolution 2001-25 adopted, establishing an off-leash dog park at Wildwood Park.

Staff Report
Subiect:
Resolution awarding a purchase agreement to David-Richards Electric for park security
lighting at Wildwood Park Dog Park.

Construction of the dog park at Wildwood Park is being accomplished in phases.
Preliminary grading and construction of the concrete entry pad was completed in July;
the concrete work was done as an Eagle Scout project. The second phase will be
installation of park security lighting and the fmal phase will be fence installation. The
dog park site has no lighting at this time and security lighting is essential for the safety
and security of park patrons. Estimated cost for security lighting identified in the Council
Action Staff Report for January 22, 2001 was $5.0,000.
Staff has prepared specifications and requested public bids on the project to install park
security lighting in the dog park area at Wildwood Park. On June 19,2001, Bid #F-OI-
65, was sent to five (5) vendors, the San Bernardino Area Chamber of Commerce, and
advertised in the Sun Newspaper and the city web page. The following companies
responded:

There is $283,500 budgeted in the FY 2001/02 Park Construction Fund for Park Security
Lighting Rehabilitation (Account No. 243-363-5504-1864).

RESOLUTION NO.
RESOLUTION AWARDING A PURCHASE AGREEMENT TO DA VID-
RICHARDS ELECTRIC FOR THE INSTALLATION OF PARK SECURITY
LIGHTING AT WILDWOOD PARK DOG PARK IN ACCORDANCE WITH BID
SPECIFICATION F-Ol-65.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That David-Richards Electric is the lowest and best responsible
bidder for the installation of park security lighting at Wildwood Park Dog Park in accordance
with Bid Specification F-01-65, for a total amount of $48,712, and, as such, the City is
authorized to enter into the standard purchase agreement with David-Richards Electric: pursuant
to this determination, the issuance of a purchase agreement by the Purchasing Manager to David-
Richards Electric in the amount of $48,712 is hereby authorized; and all other quotations
13 therefore are hereby rejected.

SECTION 2. The authorization granted hereunder shall expire and be void and of no

16 further effect if the agreement is not executed by both parties and returned to the office of the
17
City Clerk within sixty (60) days following the effective date of the resolution.
