a public hearing to review and adopt a first amendmentto the FY 1997/1998 Third Year Action Plan component of the

MOTION A: That the Mayor and Common Council approve and adopt staff's recommendation to amend the HOME
Investment Partnership Act funded projects in the FYI 997/1998 Third Year Action Plan and authorize
the Mayor to submit these projects as a part of the amended Action Plan component of the
Consolidated Plan, to the U.S. Department of Housing and Urban Development (HUD)

First Amendment - Third Year Action Plan (FY1997/1998)

Background
On September 2, 1997, the Community Development Commission authorized staff to rehabilitate
and rent to Section 8 tenants, seven buildings, or 28 units, to be acquired from the u.S.
Department of Housing and Urban Development (IillD), south of20'h Street in the Arden-
Guthrie area. Further, staffwas authorized to consider the use of HOME Investment Partnership
Act Program (HOME) funds to complete the rehabilitation work with a budget of$200,000,
including contingency.
The use of HOME funds for FY 1997-1998, requires an amendment of the Third Year Action
Plan component of the 1995/1999 Consolidated Plan. All of the amendment procedures have
been met, including meeting with the Community Development Citizen Advisory Committee on
August 13 and 19, 1997, and advertising this Public Hearing in at least one local newspaper (see
attached). The last steps needed to effectuate the Amendment to the Third Year Action Plan
include reducing the Mobile Home Park Purchase Program (project #97-402) currently funded at
$574,500, by the $200,000 needed for the 191h and Sunrise Rehabilitation Program (project #97-
405) and forwarding the amendment to BUD.
Recommendation
Based on the above, it is necessary and appropriate to hold a Public Hearing to consider amending
the Third Year Action Plan.

PUBLIC HEARING REGARDING:
FIRST AMENDMENT, THIRD YEAR ACTION PLAN COMPONENT
(1997-1998 PROGRAM YEAR FUNDING)
OF THE
HUD 1995-1999 CONSOLIDATED PLAN
THE PURPOSE OF THIS PUBLIC HEARING IS TO OBTAIN CITIZEN INPUT
REGARDING DEVELOPMENT OF A FIRST AMENDMENT TO THE THIRD YEAR
ACTION PLAN. THE AMENDMENT WILL MODIFY FEDERAL FUNDS USED TO MEET
HOUSING AND COMMUNITY DEVELOPMENT NEEDS.
THE CITY NEEDS YOUR INPUT: The San Bernardino Common Council will be holding a
public hearing at 2:00 p.m., on Monday September 15, 1997, in the City Hall Council
Chambers, located at 300 North "D" Street, in the City of San Bernardino. The City is
soliciting public comments from interested citizens, public agencies and other interested parties
regarding housing and community development projects which will be submitted to the U. S.
Department of Housing and Urban Development in the First Amendment to the Third Year
Action Plan component of the Consolidated Plan.
As the armual component of the 1995-1999 Consolidated Plan, which addresses the use of the
Community Development Block Grant; HOME Investment Partnership Act Grant; and, the
Emergency Shelter Grant funds to meet the goals of providing decent housing, a suitable living
environment and expanded economic opportunities for those in need in our community, the
Action Plan is the current expenditure proposal for the federal funds received for Fiscal Year
1997-1998. The First Amendment to the Action Plan will specifically address modifying the use
of HOME funds.
