ORIGINAL City of San Bernardino San Bernardino Police Department Interoffice Memorandum To: Mayor Tom Minor City Administrator Fred Wilso ~ From: Lee Dean, Chief of Police Subject: Crossing Guards Date: September 9, 1997 Copies: You asked that I evaluate the viability of "employing" GAIN participants as crossing guards. The attached staff report by Lieutenant Smith raises important considerations and parallel reservations. I am not certain whether the Council fe~ls as though we have passed the point of no return, with respect to the previous shared funding model with the School District. Having said this, it strikes me that a trial period will be the only way to find out if the GAIN proposal will work. An important caveat would be a commitment by the GAIN administrators to staff the crossing guard program at 36 positions to allow for a 30 percent absentee rate. The Police Department would double (one instead of two) GAIN staffing at the most heavily travelled intersections, and reallocate staff to fill daily vacancies. Another stipulation would be that we use the previously allocated School District funds to hire a supervisor for the program. I have this date personally met with School Board President Larry Neigel. He will confirm with the Board their continued appropriation for discretionary use by the City to operate a crossing guard program. We should consider a three month pilot run, with an automatic "sunset," but for extension by the Council. There are certain liability risks associated with going in this direction, which I will defer to the City Attorney on. cgr See Related Item t S'/ +-5;;J.. City of San Bernardino San Bernardino Police Department Interoffice Memorandum To: Lee Dean, Chief of Police From: Lt. W. D. Smith Subject: Using GAIN Participants as Crossing Guards Date: September 9, 1997 Copies: PROBLEM It has been suggested that participants in Greater Avenues for Independence (GAIN) be employed as crossing guards by the City of San Bernardino Police Department. On the surface, the positive aspects of hiring GAIN participants are self-evident and present worthwhile considerations. Consequently, we appreciate the opportunity to explore the possibility of implementing the recommendation and examine related issues and costs. FINDINGS The purpose ofthis examination is to understand the operational issues associated with employing GAIN participants as crossing guards. To better understand the GAIN program, we contacted Ms. Connie Lykke, Employment Services Analyst for GAIN. She was aware of the GAIN/crossing guard proposal. She noted two concerns about the proposal: . The purpose of GAIN is not in alignment with the needs of the crossing guard program . Supervisory requirements for GAIN participants are demanding. Purpose of GAIN Ms. Lykke informed us that the purpose of GAIN is to find full-time employment for welfare recipients. Since the crossing guard program is part-time employment, she said that GAIN participants would be expected to continue their search for full-time employment and to accept a full-time job offer when it was extended. She added that GAIN participants remain in the GAIN program approximately three to six months before successfully obtaining full-time employment. It became evident that GAIN's expectations and the needs of the crossing guard program are at cross purposes. A high turnover rate of GAIN employees would be the result. THE SBPD IS COMMITTED TO PROVIDING: PROGRESSIVE QUALITY POLICE SERVICE; A SAFE ENVIRONMENT TO IMPROVE THE QUALITY OF LIFE; A REDUCTION IN CRIME THROUGH PROBLEM RECOGNITION AND PROBLEM SOLVING . ,. I Lee Dean, Chief of Police Using GAIN Participants as Crossing Guards Page -2- Supervision Ms. Lykke stated that a second concern' was the need for quality supervision of GAIN participants if the City moves in the direction of employing them as crossing guards, This would require additional demands on existing Departmental supervision. This was not an issue with the past crossing guard program since it was structured to minimize demands on supervision. Attendance The attendance rate for GAIN participants is roughly 70 percent. If a GAIN participant fails to show up for a crossing guard assignment, a community service representative or a police officer would be required to fulfill our contractual obligations. Since there are 28 sites that need to be staffed, the potential exists whereby the Department might be required to staff approximately eight sites per day, at least until additional GAIN participants could be hired as reserve guards, Conservatively, costs to the City would be: 8 sites x 4 hours/day x $17.10 = $547.20/day (CSR II mid-step salary + benefits) $547.20/day x 20 days/month = $10,944/month $10,944/month x 11 months/school year = $120,384 This amount exceeds the cost of the prior year's crossing guard program. Backgrounds Minimal criminal history background checks to hire enough qualified applicants for 28 crossing guard positions would cost $2,500. Also, there would be additional costs to backfill positions as GAIN employees transition to a full-time job, Training Historically, the cost of training new guards was negligible because of the low turnover rate of crossing guard employees. However, due to the anticipated high turnover rate of GAIN employees, a formalized training program would need to be established. Associated costs and additional responsibilities would be necessary to implement the training. The costs would depend on the training requirement. cgr CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION From: Councilwoman Betty Dean Anderson, Sixth Ward Dept: Council Office Subject: Crossing Guards Date: August 25, 1997 Synopsis of Previous Council Action: Recommended Motion: To discuss and take immediate action on the need for crossing guards. y'9~ Signature Contact Person: Councilwoman Bettv Dean Anderson Phone: 5378 Supporting Data Attached: No Ward: FUNDING REQUIREMENTS: Amount: Source: (Acct.No.) (Acct.
