POSITION .TUSTlFICA nONS
The following are justifications for appointments, promotions and other personnel actions to be
reviewed by the Mayor and Common Council at the September 15, 1997, Council meeting.
CLASSIFIED
GENERAL FUND
1.& Associate Planner CBeUandi. .Toe.T. & LaI12. Harriet) - Appointment
2. PLANNING & BUILDING SERVICES
The Associate Planners are professional, journey-level positions responsible for
processing various projects including development permits, sign permits, plan checks and
correspondence, as well as major development projects such as tract maps, conditional
use permits, general plan amendments and Development Code amendments. Both
appointees have several years of experience.
The Planning Division emphasizes service to the public, both at the counter and by
phone, as well as timely project processing consistent with the mission statements of both
the department and the City. The Planning Division has streamlined processes and
removed unnecessary steps in an effort to provide better service; .
The loss of positions and vacancies have affected the Planning Division's ability to serve
the public. In particular, the Master Services Agreement with EDA calls for certain
levels of assistance that cannot be provided with current staffing. For example,
development projects that should take 3 to 4 months to process have increased to 5 to 6
months. In addition, staff anticipates submittal of complex and/or controversial projects
within a few months.
Filling these positions is necessary to maintain minimum service levels at the public
counter and acceptable project processing timeframes.
3. Real Pronertv S"""iali..t (Castro. Bernard) - Appointment
PUBLIC WORKS/ENGINEERING
The Real Property section has five (5) authorized positions. There is one (I) vacant Real
Property Specialist and one (I) staff person off work on medical leave.
The section must provide landscape inspection services on all landscape maintenance
assessment districts (27), as well as administer all of the contracts, process all right-of-
way information, prepare rolls of all assessment districts (31), annexations and all related
right-of-way acquisition, disposal and leasing.
The position is partially funded from assessment district funds (no impact on general
. ,
fund). Other services are necessary to clear right-of-way on Public Works' projects
(approximately $7-$8 million per year) prior to release of funds from Caltrans or the
Federal Highway Administration.
Ownership records and information are processed by this staff and supplied to other
departments during code enforcement actions and/or related to claims made through Risk
Management.
4. Park Maintenance Worker I (Velarde. Carla) - Appointment
PARKS, RECREATION & COMMUNITY SERVICES
Ms. Velarde was separated from the City effective August 6, 1997, per action of the
Mayor and Common Council due to budget reductions. The employee is on the rehire
list. She is being reinstated as a Park Maintenance Worker I effective October 1, 1997,
based on vacancies resulting from promotions of other Park Maintenance Worker I's to
Park Maintenance Worker II's.
5. Senior Planner /Park. Mal'l!llret E.) - Promotion
PLANNING & BUILDING SERVICES
This position was vacant from February through May 1997. It was briefly filled from
May through August 1997. The incumbent has since resigned.
The department wishes to promote Margaret Park, an Associate Planner, who has been
with the City for two years and has demonstrated that she has the experience and
expertise to assume the Senior Planner responsibilities.
The Senior Planner is a key mid-management position responsible for the day-to-day
activities of the Planning Division. Included within the responsibilities are overseeing
the public counter operations, assignment of projects, review of planners's work and pre-
application meetings. The Senior Planner is also responsible for processing major
development projects and special projects which require greater expertise and knowledge.
Filling this position will help to maintain minimum service levels at the public counter
and acceptable project processing timeframes. In addition, staff anticipates submittal of
complex and/or controversial projects within a few months.
6. Personnel Clerk II (Felix. Michelle) - Promotion
PERSONNEL
The Personnel Department has a vacant Personnel Clerk II position. Filling this job is
important, since the Personnel Department has begun Open Enrollment for health, dental
and vision benefits effective September I, 1997. The Personnel Clerk II provides the
following services:

the public counter.
Employee Benefits--open enrollment, signing new employees up for benefits,
resolving problems with PERS.
Hiring & Separations--orientation for new employees, employment verifications,
separation processing.

During FY 1996-97, the Personnel Department opened 170 recruitments and processed
over 7,200 job applications for City positions.
