Recommended Motion:
1. Salary Adjustment for 1 HVAC Mechanic, from Range 1414, $3500 - $4254, to range 1434,
$3867 - $4700.
2. Salary Adjustment for 1 HVAC Supervisor from Range 2436, $3906 - $4747, to range 2446,
$4105 - $4990.
3. Salary Adjustment for Facilities Maintenance Supervisor from range 2452, $4230 - $5142 to
range 2462, $4446 - $5405.
4. Authorize the Human Resources Department to amend Resolution 6413.

Salary adjustments for the HVAC Mechanic, HVAC Supervisor, and Facilities Maintenance
Supervisor in the Facilities Management Department.
Background-
The Facilities Management Department is responsible for the Heating, Ventilation and Air
conditioning(HVAC) equipment in 92 buildings located throughout the City. A staff of three
highly-trained HVAC Mechanics and Supervisors take care of this equipment and provide the
employees and citizens with properly ventilated buildings to conduct City business. To make
these systems as energy efficient as possible, these positions enroll in advanced training each
year to make sure they are apprised of the latest technology in HVAC systems. Each technician
carries a laptop to maintain the computer controlled systems in the city's five largest sites.
In July of this year,there were two HVAC Mechanic positions. One was reclassified to HVAC
Supervisor to provide better utilization of staff resources. At this time the other HVAC Mechanic
left for another job. To date, two recruitments have been done, with a total of one applicant being
approved through the Civil Service process. Staff interviewed the applicant and found his skill
level to be far below what is necessary to work on the City systems.
A review of the Sun Newspaper shows that the large mechanical contractors are having hiring
problems as well. Recently, a large mechanical contractor offered a $5,000 signing bonus for
HVAC Mechanics, of which they employ 120. The current state prevailing wage for HVAC
Mechanics is $33.56/hr plus benefits. The City pays HVAC Mechanics $25.32/hr at the top step.
'The starting wage is $20.83/hr.
Staff requests that the salary for HVAC Mechanic be raised by ten percent,which puts us at the
same salary range as the City of Riverside, which has similar equipment to our city. This would
put our top step at $27.98/hr. This would require that the HVAC Supervisor and Facilities
Maintenance Supervisor positions also be adjusted by five percent to keep a differential between
each progressive level.
Financial Impact:
Salary adjustments for the HVAC Mechanic position from range 1414, $3500 - $4254, to range
1434, $3867 - $4700 per month.

To reduce the fiscal impact of this action, the employees currently holding the position of HVAC
Supervisor and Facilities Management Supervisor will be placed to the closest step to their
current salary. The Facilities Management Department will absorb the cost for FY 2006-07.
Future costs related to this change will be added to the Facilities Management budget.
