HomeMy WebLinkAbout2006-335 19 20 21 22 23 24 25 26 27 28 I RESOLUTION NO. 2006-335 2 3 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO ADOPTING THE NATIONAL INCIDENT MANAGEMENT SYSTEM AS PART OF THE CITY'S EMERGENCY MANAGEMENT SYSTEM. 4 5 6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 7 8 9 10 WHEREAS on February 28, 2003 the President of the United States issued the Homeland Security Directive number 8, which directs the Department of Homeland Security Secretary to develop and administer a National Incident Management System (NIMS), which would provide a consistent nationwide approach for Federal, State, local, and tribal govermnents to work together more effectively and efficiently to prevent, prepare for, respond to and recover from domestic incidents, regardless of issue, size or complexity; and 11 12 13 14 WHEREAS it is necessary and desirable that all Federal, State, local, and tribal emergency agencies and personnel coordinate their efforts to effectively and efficiently provide the highest levels of incident management; and 15 16 17 WHEREAS, to facilitate the most effective and efficient incident management it is critical that Federal, State, local and tribal organizations utilize standardized terminology, standardized organizational structures, interoperable communications, consolidated action plans, unified command structure, uniform standards for planning, training, and exercising comprehensive resource management, and designated incident facilities during emergencies or disasters; and 18 WHEREAS, the U.S. Department of Homeland Security has mandated that all local, tribal, and State agencies be in compliance with National Incident Management System requirements which include governing body adoption of National Incident Management System, training of emergency response personnel (see training matrix attached hereto and incorporated herein by reference), integration into existing plans/procedures, and assessment of National Incident Management System baseline capabilities; and 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, compliance with National Incident Management System guidelines is an eligibility requirement to receive federal preparedness grant assistance, which has allowed the City to enhance local readiness and maintain first responder safety; and WHEREAS, in 1993, California was the first State to adopt a statewide Standardized Emergency Management System (SEMS) for use by every emergency response organization, and implemented a system to ensure the continual improvement of the Standardized Emergency Management System; and WHEREAS, the Governor of the State of California has directed his Office of Emergency Services and Office of Homeland Security in cooperation with the Standardized Emergency Management System Advisory Board to develop a program to integrate the National incident Management System, to the extent appropriate, into the State's emergency management system; and WHEREAS, the California Standardized Emergency Management System substantially meets the objectives of the National Incident Management System; and THEREFORE, BE IT RESOLVED, the City of San Bernardino will integrate the National Incident Management System, to the extent appropriate and practical, into the city's emergency management system. BE IT FURTHER RESOLVED, The City of San Bernardino in utilizing the National Incident Management System shall be consistent with the integration of the National Incident Management System and the Standardized Emergency Management System adopted in California. BE IT FURTHER RESOLVED, The City of San Bernardino will forward a copy of this Resolution to the Governor's Office of Emergency Services.
