This was done to free up money in the general fund for law enforcement services. The District was extended in 1994 and Traffic Signal Maintenance was added to the scope of work performed under the district, thus freeing up additional funds from the general fund. Under the provisions of the Engineer's Report, the District is to terminate after three (3) years, unless action is taken to extend the District. The three years has now expired, and no action was taken to extend the Assessment District. Part of the proceedings to form the District was the recording of a Diagram Map and Notice of Assessment, which in effect created liens on all parcels within the boundaries of the Assessment District. Even though the District was naturally terminated under the provisions of the Engineer's Report, the liens may still remain against the various parcels ofland. The recording of attached resolution will in effect release the liens created by the district and clear up any clouding of title that may remain on the parcels within the District. Any unpaid assessments levied prior to the termination of the district will remain as a lien until paid. We recommend approval of the attached resolution.
