Upon examining the criteria for funding, we believe the activity currently undertaken in the Arden- Guthrie area would qualify for assistance. Specifically, the funding could offset the cost of future demolition work, which may result from the City's Code Enforcement activity. In addition, money could be used for security gating, rehabilitation and related improvements should the Council desire as part of an overall program to improve the area. A very short response time was allowed under the federal notice, which requires applications to be submitted by August 21, 1997. For that reason, we are requesting authorization to execute the necessary application documents to request $250,000 in federal assistance for work in the Arden- Guthrie area. It is our beliefthat should the grant be forthcoming it would greatly assist in offsetting demolition and related cost contemplated in Arden-Guthrie. Based on the foregoing, staff recommends adoption of the form motion. RONALD . ISTORY, The Arden-Guthrie Community is located in the north-easterly quadrant of the city of San Bernardino boarded by Highland to the north; Arden to the east; Sunrise to the south, Guthrie and Sterling to the west. This Community is plagued by a myriad of serious physica1, social and economic problems, all of which are significantly affecting the area's overall environment, and by extension, the social and economic environment in the surrounding community. As it is today, the Arden-Guthrie Community utilizes a disproportionate share of resources an represents a "drain" on available City resources which are intended to be utilized on a City-wide basis. The Community Development Commission, City Council and City and Economic Development Agency staff; among others, have devoted much time, effort and resources in an attempt to correct the deficiencies present in this area, to address the social and physical needs of this community, and to effectuate permanent change in the "quality of life" within the area. e Due to the complexity of the problems that this area faces, the dynamic nature of the conditions that create and/or foster these problems, and the need to strategically and efficiently utilize the City/Agency's limited resources, it is imperative to seek funding sources such as this grant application, towards ensuring that the course of action being followed is implemented, and successfully achieved in a shorter period of time. As a baseline regarding the Arden-Guthrie Community, it is important to list numerous Commission and Housing Committee policy actions that have occurred since 1990. The actions indicate the formal policy direction that has been developed through the present, the approved Commission policy actions achieved are as follows: · Conceptual Plan with basic components of rehab, formation of owner's association and neighborhood improvements. · Adoption ofC.C.R.'s for enforcement. · Street name change - assist restoration of image to high crime related street. On April 5, 1993 the Community Commission approved the Comprehensive Revitalization Strategy for the Arden-Guthrie Focus Neighborhood: . Established "Project Manager" for Focus Neighborhood. Acquired and Developed a Multi-Use Community Facility known as the Arden-Guthrie Neighborhood "Spirit" Center and property management office. Aossisted Non-profit organization for rehab of 24 buildings in the neighborhood. Funded program to assist property owners with Rehab/Improvements of their properties. . . . . e e e . Cal-de-sac of three streets. Los Padrinos Community Coalition - graffiti and debris abatement. Additional Police Services. On-site Property Management. On-site 24 hour Private Security Service. Pro-Active Code Enforcement. Task Force comprised of city and public organizations. . . . . . . On July 10, 1995 the Community Development Commission amended the Arden-Guthrie Focus Neighborhood Strategy with the following motions: · No EDA loans or grants will be encouraged until such time as a Homeowner's Association is formed with 25% of buildings in Arden-Guthrie. · Property owners participating in association have CCR's recorded on property. · Pursue acquisition ofHUD or FDIC buildings. · Amend scope of work to on site property management. . EDA take over supervisory of security service. · Assignment of ED A staff to coordinate all aspects of strategy. . Encourage home ownership with use of203K HUD program. ECONOMIC BACKGROUND: The current economic situation has affected many communities. In the Arden-Guthrie community this situation is of particular concern and has been compounded by factors such as: . Closure of Norton Air Force Base. . Existing market conditions in surrounding communities. . Lack of quality rental tenants and private ownership. . High unemployment rate. AREA DESCRIPTION: The development of this area began with construction of 4-plex structures in the 1960's through 1970's. A total of 180 multi-family unit 4-plexes existed in the Arden-Guthrie Neighborhood. Through the various implementation of approved strategy motions and code enforcement directives the following is the components of where this neighborhood stands today: Property condition: . . . . . 32 structures demolished 56 boarded 84 occupied 5 <>pen/vacant 3 being rehabed . . . Ownership . 7 EDA tenant occupied . 2 EDA CommUI'Jty Center . 20 HUD in escrow by EDA . S REO"s . 13S privately owned . 4 Non-profit . 6 undeveloped parcels and one large acreage - private owner The statistics above show that the integrity of this neighborhood can only be restored when the environmental issues have been addressed that would allow economic recovery to take place. This neighborhood continues to be beset with slum conditions, blight and vandalism or criminal activity due greatly upon the following: . . . . . High density Multi-ownership Low employment rate by tenants passed upon by owner's allowing drug and crime to exist. Health and Safety Code conditions Building and Housing Code conditions FINAL ANALYSIS: This neighborhood has taken on a separate two zone area, the north and the south.
