With an absentee landlord in the form of a corporation the motivation to correct the situation has been non existent, especially considering the liability against the property in terms ofliens which have been levied in an attempt by city staff to contain the blight on this major comer of downtown. The following is a synopsis of action taken to date: Sept 27, 1990: Budget Motel closed with an inspection abatement warrant. A 96 count criminal compliant filed due to substandard and hazardous conditions. Dec 17,1990: Five Page notice prepared by Senior Building Inspector Joseph Lease submitted following inspection listing work to be carried out to correct deficiencies. Dec 14, 1992: Motel secured at a cost of $12,753.10 following numerous complaints of transients and vagrants sleeping and living in the property June 4, 1993 Case heard before the Board of Building Commissioners (BBC) to recover costs of $9,233.29 incurred to board and secure the building. Oct 11, 1993: Once again case brought before BBC to recover costs incurred to board and secure. This time in the amount of$6,417.20 Mar31,1994: Property Boarded and secured at a cost of$2, 147.90 following complaints by the Fire and police Departments. July 12, 1995: Following numerous complaints of vagrants and transients living at the property an abatement was done again at a cost of$312.64. May 22, 1996: Abatement costs incurred of$522.04 July 19, 1996 Case referred to the BBC again. J 'J r I, ~~~U - r, Deputy City Attorney, Debra Daniels and Ann Harris confirmed that Shann Brassfield of Golden Resorts Inc. is the only interested holder in the property. Through his attorney, Jim Morgan, he will give the city consent to proceed with the demolition on the understanding a lien will be placed on the property for the cost of the demolition. Aug 17, 1996 Called for bids. Four bids received. All four bids required a disclaimer and would not be responsible for asbestos Initial bids for demolition of the Budget Motel were in the region of $337,000. This was occasioned by the fact that an asbestos study conducted by Environmental Services Inc. deemed that there was significant asbestos throughout the building, especially in the stucco, which would require specialist treatment. June 1997 A second asbestos study by Advanced GeoEnvironmental, Inc. was commissioned. This study ,which took samples from each room and every area of the building, determined that the asbestos element was significantly less than first reported. July 17,1997 A bid was sought based on this asbestos report. Action Environmental to do complete asbestos removal and demolition. The demolition bid is made up of the following components. Removal ofasbestos $96,793.00 Demolition $57,050.00 All demolition costs will be eventually. against the property, enabling the City to recoup its costs Based on the history of this property and the blight and unsafe condition as well as the concerns of the neighboring businesses staff recommends approval of the motion.
