STAFF REPORT
Attached is an update of Resolution 96-118, position Control. The
below listed positions reflect the Resolution of the city of San
Bernardino approving and adopting the final budget of said City for
the Fiscal Year 1997/98 approved at the July 21, 1997 Council
meeting (Item S4).
These changes affect filled positions, upgraded and downgraded
positions, and positions added, as shown below.

Council Budget-EDA Reimbursement

The number of positions budgeted for the Council Office for the original FY 1996-1997 Budget
was (11) eleven. Also in the original FY 1996-1997 Budget was approximately $30,000 inEDA
reimbursement revenue for Council Office staff support to EDA. In November of 1996, the
Council approved to add the position of Administrative Assistant to the Council. Council also
approved the addition of $30,000 in EDA reimbursement for this position for the remainder of
FY 1996-1997, with the amount to equal approximately $60,000 annually thereafter.
In the FY 1997-1998 Preliminary Budget document, (12) twelve positions were budgeted for the
Council Office. However, during the Budget Reduction Meetings, the Council approved to
delete the position of Administrative Assistant to the Council. The $60,000 in EDA
reimbursement was not deleted because if the Council e1iminated both the position and the
reimbursement for the position, the net effect would be no savings to the General Fund.
The only way the eliminlltion of the position benefits the General Fund is to retain the EDA
reimbursement. At the time the budget reduction was originally proposed by Council staff, it
was indicated that the Council Office would substitute another position for EDA reimbursement
in order to cover the cost of general support services provided to EDA by Council Office staff.
If the Council chooses to reduce the amount of EDA reimbursement for the services of Council
staff, the General Fund Balance will also be reduced by this amount.
