POsmON .TUSTIFICA TIONS
The following are justifications for appointments and promotions to be reviewed by the Mayor
and Common Council at the August 4, 1997, Council meeting.
CLASSIFIED
GENERAL FUND
1. Park Maintenance Worker II (Stubbs. Donald) - Promotion
PARKS, RECREATION & COMMUNITY SERVICES
Because of forecasted revenue shortfalls and the anticipated severe cuts that would be
needed to assist in balancing the City budget, the Council did not take action at the April
7, 1997 meeting to promote Mr. Stubbs from Park Maintenance Worker I to Park
Maintenance Worker II.
During the FY 1997-98 budget deliberations, the department requested to fill the three
(3) PMW II vacancies in order to minimize the impact to employees in PMW I positions
who were being laid-off due to a reduction-in-force. Based on Council action on the
budget, the department requested through the City Administrator to the Personnel
Department that the Personnel Action Request for promotion of Donald Stubbs to PMW
II be resubmitted to the Mayor and Common Council for approval.
Because of the reduction-in-force of four (4) PMW I positions, it is critical that the PMW
II positions be filled as soon as possible, so that the Parks Maintenance Division can
perform daily maintenance functions at city facilities throughout the city and respond to
all special maintenance requirements such as emergencies, vandalism repairs and any
maintenance of facilities to meet health and safety requirements. Currently, response
time for all maintenance is slower than desired due to these employee vacancies.

1. Solid Waste Manal!er (Merrill. Lvnn C.) - Promotion
PUBLIC SERVICES
This position is responsible for the collection of solid waste and recyclables which
includes overseeing the activities of 97 employees and insuring quality customer service
for 2,500 commercial and 38,000 residential customers. Mr. Merrill has performed all
duties of this position since 12-96. The Recycling & Environmental Projects Manager
position will remain vacant until 1-98, which will result in a savings of approximately
$26,000.

2. Director of Plannin!! & Buildin!! Services (U) (Havs. Michael E.l - Appointment
PLANNING & BUILDING SERVICES
The following is a list of accomplishments for the Department of Planning and Building
Services achieved during Mr. Hays' first year as Director:
· Service Delivery Management - Shortened the turnaround time for first plan
check corrections, and expanded the range of over-the-counter plan checks.
· Customer Service - Offered updated informational handouts for the public,
including standard drawings and an outline of the approval process. Trained
counter staff in customer service techniques.
· Unreinforced Masonry Buildings - Notified all property owners regarding the
extension of time for compliance with Ordinance 982 for all Class II structures
(over 100 persons occupancy) and Class III structures (under 100 persons
occupancy).
· Sierra System Permit Tracking - Completed full automation of building permit
and receipt issuance with the new Sierra System computer operation.
· Superblock - Completed review of all plans and rechecks ahead of schedule.
All permits were ready to issue in the time-frame established.
. Stadium - Provided support to promptly resolve concerns regarding disabled
access complaint.
· Development Code Computerization. Transferred the Development Code to a
new data base, saving staff time and eliminating the need for outside vendors to
provide service.
