RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO URGING THE CALIFORNIA LEGISLATURE TO INITIATE EMERGENCY
EXPERT ANALYSIS OF THREE DIMENSIONAL RADAR AND SUPPORTING THE
EMERGENCY REQUEST TO PROVIDE FUNDING FOR THE STUDY OF BISTATIC
RADAR.

BE IT RESOLVED BY, THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:'

SECTION 1. Recitals.
A. Fifty~two major air disasters have occurred since the
9 National Safety Council warned on August 17, 1964, that collision
10 prediction can onJ,y be achieved through use of three dimensional
11 measurement radar (longitude, latitude, and altitude).

B. Some of these air disasters could likely have been
13 ,prevented had air traffic controllers been informed of the private
14 aircraft's altitude and pending collision course with other
15 airliners.

C. Current airborne collision avoidance systems, as
17 evidenced by continued midair tragedies, are not sufficiently
18 effective in assuring public safety due to the absence of altitude
19 determination.

D. No restrictions have been placed on the number of private'
21 aircraft allowed flight permission within known heavy commercial
22 air traffic areas.

E. Recognized experts in the field of flight radar detection
have testified that a cost effective ground-based three
dimensional collision warning system is practicable and available
in the form of Bistatic or Listen Only Radar (LOR), a one-way
radio broadcast transmission system which informs monitoring
commercial aircraft pilots of collision bound commercial and/or

private aircraft.
F. Bistatic radar may be installed on the strength of local
authority.
G. Bistatic radar systems, may, by expert testimony, be
readily available from federal sources, surplus or otherwise, at
little or no cost.
H. Bistatic radar systems may be installed at far less cost
than alternative airborne systems.
SECTION 2. Implementation.
A. The Mayor and Common Council do hereby support the
California Legislature in urging the Congress to initiate
emergency expert analysis ..of three dimensional radar as an interim

remedy to the current situation.
B. The Mayor and Common Council additionally support the
California Legislature in urging all counties in the State of
California which host major commercial air traffic to support the
emergency request study of bistatic radar and to provide funding
for same.
C. The City Clerk is hereby directed to forward a copy of ,
this resolution to U.S. Senators Alan Cranston and Pete Wilson, tol
U.S. Representatives George Brown and Jerry Lewis, to State
Senators H. L. Richardson and Ruben Ayala, and to State
Assemblymen William Leonard and Jerry Eaves.
