SUBJECT
Resolution of the City of San Bernardino authorizing the Mayor of San Bernardino to execute
Amendment No. 1 to the Services Agreement with the San Bernardino City Unified School
District for the operation of the School Crossing Guard Program by the Police Department.
BACKGROUND
The City of San Bernardino and the San Bernardino City Unified School District have
participated in the school crossing guard program for a number of years. Currently, the Police
Department has administrative oversight of the program and both parties contribute fifty-percent
(50%) of the financial costs of operating the program. The most recent Services Agreement
expired June 30, 2006. Crossing guard services are vital to protect the safety of students while
walking on city streets to and from school. The actual cost of the program for FY 2005/06 was
$316,121.74. This total includes additional costs associated with adding new crossing guards at
Mt. Vernon Elementary School in April 2006.
The department's adopted budget for FY 2006/07 includes $300,000 for the Crossing Guard
Program (Account # 001-217-5014). Projected revenues arising from reimbursement from the
San Bernardino City Unified School District were projected at $150,000 in revenue account
#001-000-4740 (Misc. Police Receipts). Additional changes have now occurred that will further
impact the costs of the crossing guard program for FY 2006/07. Two additional crossing guard
positions have been added to Juanita Jones Elementary School (new school) and another position
has been requested and approved at Puma10 and Erwin Street. There has also been an increase in
the minimum wage rate in California; effective 1-1-07 the minimum wage will increase from
$6.75 to $7.50 (actual is $7.628 with benefits) per hour. These changes have caused the projected
costs ofthe program to increase by $67,000.
Each crossing guard works approximately 241 days per year / 6 hours per day totaling 1446
hours per year. The school year began with 36 approveo positions and the additional position for
Pumalo and Erwin will be added in November 2006. The following cost worksheet details the
total costs ofthe program, including costs new positions and the minimum wage increase.

e FINANCIAL IMPACT
The cost of the crossing guard program for FY 2006/07 is projected to total $383,000, an
$67,000 increase over FY 2005/06. With approval of Amendment No. I to the Services
Agreement, the School District will reimburse the City fifty-percent (50%) of these costs or
$191,500.00 This represents a $33,500 increase in revenues over what was included in the Police
Departments adopted budget. The remaining increase of $33,500 will be absorbed from salary
savings accruing in the Police Department's budget due to vacant positions.

FINANCIAL IMPACT
$300,000 was included in the Police Department's budget for crossing guard expenditures, along
with a corresponding revenue reimbursement of $150,000 (50% of program cost). The cost of
the program is now estimated to increase by $83,000 to $383,000, and reimbursement is
estimated to be 50% of that amount, $191,500. The school district will reimburse the City for
50% of the increased cost ($41,500). The remaining $41,500 will be funded with budget savings
from vacant full-time positions. A budget amendment increasing part-time salaries by $83,000
(001-217-5014), reducing full-time salaries by $41,500 (OOI-213-50xx) and increasing revenues
(001-000-4740) by $41,500 will be required to reflect the increased cost of the program and
associated reimbursement.
RECOMMENDATION
1. Adopt Resolution
2. Authorize the Director of Finance to amend the FY 2006-07 Budget and increase Police
Department part-time salaries (OOlc217-5014) by $83,000; reduce full-time salaries (001-
213-50xx) by $41,500 and increase miscellaneous Police Department revenues (001-000-
4740) by $41,500.

SECTION 1: The City of San Bemardino and the San Bemardino City Unified School
District each pay one-half of the annual costs of school crossing guard program. The prior
agreement between the two parties expired June 30, 2006. Program costs for FY 2006/07 are
projected to be $383,000.
SECTION 2: Pursuant to this detem1ination. the Mayor of San Bemardino is hereby
authorized and directed to ext'cute Amendment No. 1 to the Services Agreement for FY
2006/07 with the San Bemardino City Unified School District amending specified tem1S and
conditions.
SECTION 3: The authorization to execute the above referenced amendment to the
Services Agreement is rescinded if it is not issued within sixty (60) days of the passage of this
resolution.

AMENDMENT NO.1 TO THE CROSSI~G GUARDS SERVICE AGREEMENT
THTS AGREEME.'n is made and entered into this 18'h day of May 2005, by and between the
SA.."I BERNARDINO CITY UNIFIED SCHOOL DISTRICT, hereinafter referred to as the
"DISTRICT" with its principal place of business at 777 North F Street, San Bernardino,
California 92410, and CITY OF SAN BERNARDINO - POLICE DEPARTMENT,
hereinafter referred to as "CITY" having a business address at 710 N. D Street, San Bernardino,
California 92401.
1. TERM OF AGREEMENT
This Agreement is- effective beginning July 1, 2006, and continuing through June 30,
2007. The school year is from July Ito June 30 of each succeeding year.
V_ CITY'S FEE At'll) PAYMENT THEREOF
A.
In accordance with negotiations with the CITY, the DISTRICT agrees to
compensate the CITY for one-half of the cost of services rendered to accomplish
the results required hereunder, in the total amount not-to-exceed $191,500.00 (one
hundred ninety one thousand five hundred dollars). The cost for crossing guards is
calculated at the rate of $6.75 per hour, including benefits, for the period of July
1, 2006 through December 31, 2006, and $7.50 per hour, including benefits, for
the period of January 1, 2007 through June 30, 2007. Invoices are submitted
quarterly (every three months).
All other tems and conditions will remain the same.
