SUBJECT
Resolution authorizing the Director of Finance or designee to issue a purchase order to Mobile
Concepts in the amount of $46,980.00 for a Fire Safety House.
BACKGROUND
On October 3, 2005, the Mayor and Common Council approved resolution #2005-332
authorizing the submittal of an application for and the administration of the FY 2005 Fire
Prevention and Safety grant in the amount of $85,000. Fire applied for three project areas I)
Juvenile Fire Setter Program, 2) San Bernardino Arson Task Force, and 3) Fire Prevention
Education Program. Funding awarded is for education and training, personnel salaries,
equipment, "Freddie the Fire Truck" robot, and a fire safety house trailer that will benefit the
community and fire personnel in recognizing and educating the community in preventing fire
hazards.
On October 4,2006, a Request for Quote (RFQ) #F-07-07 was issued to solicit formal bids for a
Fire Safety House. The Fire Safety House is an effective tool in educating the community on
kitchen safety, exit drills in the home and other home safety tactics, precautions and proper
safety procedures in the event of a fire.
The Fire Safety House is a mobile trailer that will be turned into a scaled down functional house.
The public will be informed of potential fire hazards in a kitchen, living room, and bedroom.
They will practice simple methods of eliminating potentially dangerous situations. The Fire
Safety House will offer hands-on learning to prepare the community for the unexpected and
frightening experiences of a fire. This tool will be especially valuable for children.
Notices inviting bids from qualified vendors were distributed to the San Bernardino Area
Chamber of Commerce, the City's Web Site, and advertised in The Sun Newspaper. The RFQ
#F-07-07 packages were mailed to nine (9) vendors including three (3) local vendors. On
October 23, 2006, the City received and reviewed three (3) bid quotes and the bid responses are
as follows:

Pursuant to the City's bidding process, it is recommended that the City award a purchase order to
Mobile Concepts for the Fire Safety House under RFQ #F-07-07. Mobile Concepts meets
technical specifications and is the lowest overall bidder for the Fire Safety House.

The total amount to be awarded to Mobile Concepts for the Fire Safety House is not-to-exceed
$46,980. Funding is budgeted under the 2005 Fire Prevention and Safety grant account #123-
728-5701 for the procurement of the equipment. There is no financial impact to the City's
General Fund.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. That Mobile Concepts is the lowest and best responsible bidder for the
purchase of a Fire Safety House in accordance with Bid Specification F-07-07 for a total amount of
$46,980. Pursuant to this determination, the issuance of a Purchase Order by the Purchasing
Manager to Mobile Concepts is hereby authorized and all other quotations therefore are hereby

rej ected.

SECTION 2. The Purchase Order shall reference the number of this Resolution, shall

reference the terms in RFQ Bid Specifications F -07 -07, and shall incorporate the terms and
14 conditions of the bid proposal of Mobile Concepts. The Purchase Order shall further read "not to
15 exceed $46,980."

SECTION 3. The authorization to execute the above-referenced Purchase Order IS
17
rescinded if it is not issued within sixty (60) days of the passage of this resolution.
