Synopsis of Previous Council Action:
08/07/2006 Mayor and Council approved the FY 2006/07 — FY 2010/11 Capital Improvement
Program.
Recommended motions:
Authorize the Director of Finance to amend the FY 2006-2007 budget to appropriate $430,000 of
AB 2928 Traffic Congestion Funds for projects SS07-16, SS07-27, and SS07-28; appropriate a
total of $300,000 for project SS07-29 with $250,000 to be a reimbursement from EDA and
$50,000 to be transferred from SS-C (129-367-5504-7156); and appropriate $50,000 in the
Traffic System Construction Fund for project TC04-48 with $45,000 being a reimbursement
from a HES grant and $5,000 from Traffic System Construction funds.

STAFF REPORT
Subject:
Appropriate funds for Capital Improvement Projects SS07-16 (Pavement Rehab on Various
Streets), SS07-27 (Arrowhead Ave Pavement Rehab from Highland Ave to State Rte 210),
SS07-28 (Genevieve Street Pavement Rehab from 30th to 34th Street), SS07-29 (Construct New
Road between Little League Drive and Devore Road), and TC04-48 (91h Street & H Street
Traffic Signal Upgrade).
Background:
On August 7, 2006, the Mayor and Council adopted the City's Five-Year Capital Improvement
Program (CIP). When the CIP was adopted a budget amendment motion was also prepared and
approved which appropriated the necessary funds for those projects in the CIP for FY 2006-
2007.
Due to some last minute adjustments in the CIP before the Mayor and Council adopted it, the
budget amendment motion that was approved did not include five projects that were approved
for funding in the five-year CIP for FY 2006-2007. Before staff can proceed with these projects
a budget amendment must be approved by the Mayor and Council to appropriate the necessary
funds for each of these projects.
Funding for project SS07-16 (Pavement Rehab on Various Streets) was included in the CIP in
the amount of$130,000 for FY 2006-2007. The designated funding source identified in the CIP
for this project is Gas Tax. Since all Gas Tax funds for FY 2006-2007 has been appropriated to
other CIP projects, staff is recommending this project be funded from available AB 2928 Traffic
Congestion Funds which is an allowable use of these funds.
Funding for projects SS07-27 (Arrowhead Ave Pavement Rehab from Highland Ave to State Rte
210) in the amount of $180,000 and SS07-28 (Genevieve Street Pavement Rehab from 30th to
34th Street) in the amount of$120,000 were both included in the CIP with FY 2006-2007 funding
to come from V2-cent Sales Tax revenue. Since both of these projects are also eligible to be
funded from AB 2928 Traffic Congestion Funds and all of the %-cent Sales Tax has already been
appropriated to other CIP projects, staff is also recommending these projects be moved to the AB
2928 Traffic Congestion Fund.
Funding for project SS07-29 (Construct New Road between Little League Drive and Devore
Road) was included in the CIP in the amount of$300,000 with EDA paying $250,000 and V2-
cent Sales Tax paying $50,000. Since there is not enough '/z-cent Sales Tax funds available in
FY 2006-2007, it is recommended that $50,000 be moved from project SS-C (Various Street
Safety Improvements) which still has $185,200 available out of the $200,000 that was
appropriated for FY 2006-2007. There is not any negative impact anticipated to project SS-C if
this budget adjustment is approved, as there will still be $135,200 remaining in the project for
FY 2006-2007.

Funding for project TC04-48 (9th Street & H Street Traffic Signal Upgrade) was included in the
CEP in the amount of $50,000 for FY 2006-2007 with $45,000 coming from a HES grant and
$5,000 coming from Traffic System Construction Funds. These funding sources for project
TC04-48 can still be used as planned in the CIP with no negative impact to any other project.
Financial Impact:
The total funding needed for projects SS07-16, SS07-27, and SS07-28 is $430,000. AB 2928
Traffic Congestion Fund has an available fund balance of$683,900, which is more than enough
to fund these three projects.
The $300,000 funding needed for project SS07-29 will come from EDA ($250,000) as indicated
in the CIP and $50,000 will be transferred from SS-C as discussed above. After the $50,000 has
been transferred from SS-C, the remaining balance of $135,200 is anticipated to be more than
enough to cover any needs that come up for the remainder of FY 2006-2007 for this project.
The $50,000 funding needed for project TC04-48 is funded from a $45,000 HES grant and
$5,000 from Traffic System Construction Funds. There is no negative impact to any other
project to appropriate $50,000 of these funds for project TC04-48.
Recommendation:
Authorize the Director of Finance to amend the FY 2006-2007 budget to appropriate $430,000 of
AB 2928 Traffic Congestion Funds for projects SS07-16, SS07-27 and SS07-28; appropriate a
total of $300,000 for project SS07-29 with $250,000 to be a reimbursement from EDA and
$50,000 to be transferred from SS-C (129-367-5504-7156); and appropriate $50,000 in the
Traffic System Construction Fund for project TC04-48 with $45,000 being a reimbursement
