SUBJECT
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
Police Department to apply for and accept a State of California Office of Traffic Safety/UC
Berkeley Traffic Safety Center Seatbelt Mini-Grant in the amount of $49.444.50.
BACKGROUND
The Police Department has participated in several California Seat Belt Compliance Campaigns in
the past, the latest of those grants being in May/June of 2006. On January 23, 2006, Resolution
#2006-25 was adopted, ratifYing submittal of a grant application to the Office of Traffic Safety
for the California Seat Belt Compliance Campaign mini grant. The amount approved was
$50,692.85. The State of California Office of Traffic Safety (OTS) awarded the funds for a seat
belt awareness national campaign. This program used a law enforcement zero tolerance
approach for seat belt violations. The focus of this campaign was on occupant safety.
Prior to and immediately following the campaign dates, a blind survey of compliance was
required to be completed. This entailed an officer (in an unmarked unit) monitoring a state
identified location for compliance levels. In May 2006, our pre-event compliance rate was 88%;
post-event compliance was 94%. During this campaign over 2400 citations were issued
throughout the city for occupant protection violations.
In November 2006, the Office of Traffic Safety in conjunction with the University of California
at Berkeley Traffic Safety Center sent the Police Department a notice that they are currently
awarding local law enforcement agencies funds through a mini grant for increased seat belt
enforcement. The mini grant is for overtime and reporting costs related to increased enforcement
during a three-week long period known as the Click It or Ticket Campaign (ClOT). The
mobilization period is May 14,2007 through June 3, 2007.
The ClOT goal is to continue to increase seat belt use statewide through the combined efforts of
the California Highway Patrol (CHP), OTS, and local law enforcement. The strategy is to focus
on public information and enforcement on persons who fail to use their seat belts. OTS and UC
Berkeley will coordinate .the public information element of the campaign. Local law
enforcement is responsible for enforcement actions only.
After careful consideration of balancing resources with needs, a deployment plan was developed
for the mobilization period consisting police officers, supervision and clerical needs. The total
amount of overtime dedicated to this program would be approximately $49,444.50. There is no
matching fund requirement. The grant application is due by December 30, 2006.

SECTION I:
The Mayor and Common Council of the City of San Bernardino
hereby authorize the Police Department to apply for and accept the State of California Office of
Traffic Safety Mini Grant in the amount of $49,444.50. The grant is for overtime and reporting
costs related to increased enforcement during the "Click It or Ticket" (ClOT) Campaign.
Expenditures will be in accordance with the Office of Traffic Safety Detailed Budget Estimate
fonn (OTS-38E), contained in the Office of Traffic Safety Grant Agreement.
