Staff Report
SUBJECT:
Resolution authorizing execution of a purchase order to Crest Chevrolet for three street
sweepers and referral of position reclassifications and salary adjustments to Council
Personnel Committee.
BACKGROUND:
The Street sweeping section of the Street Division sweeps a total of 48 sweeper routes.
This section has three sweeper operators who sweep each of the sweeper routes once
a month and thereby sweep the entire City once each month. In addition to sweeping
these routes they also sweep median islands once each month and the area bounded
by 5th street on the north, Rialto on the south, Sierra on the east and the 1-215 to the
west weekly.
Staff has completed a comprehensive review of all the sweeper routes. From this
review we have determined that there are approximately 1135 curb miles in the City.
We have redrawn the 48 sweeper routes into 40 routes of approximately 30 curb miles
each. We believe it is possible to increase the frequency of sweeping from once a
month to twice a month if we reassign existing personnel and purchase three sweepers.
Two sweepers are scheduled for replacement this year, and the additional sweeper is
necessary to apply new vacuum sweeping technology to San Bernardino streets, as
well as to provide sufficient sweepers to sustain twice a month sweeping while
equipment is being serviced.
Sweeping streets twice a month will remove material from the streets more frequently.
This reduces the ability of material to enter the storm drain system and pollute down
stream water sources. More frequent sweeping will also improve the overall
appearance of the streets year round. The delivery of the sweepers is 120 to 180 days
after the order is placed; therefore the estimated start date of the twice-monthly
sweeping is June 2007 after delivery of the new sweepers.
We plan to reclassify a Maintenance Worker II position to a Motor Sweeper Operator.
This position is currently vacant. We also propose reclassifying one vacant Electrician II
position to Motor Sweeper Operator. It is possible to reclassify the Maintenance Worker
II position because it is vacant and staff believes we can better utilize this position more
appropriately on sweeping duty. In the case of the Electrician II classification, we feel
moving this position is possible because we plan to automate the monitoring of the
twelve sewer lift stations we have in the City. We have two electricians servicing these
lift stations on a regular basis and automated monitoring of them will significantly reduce
the need to visit these locations. The time made available will allow one electrician
pOSition to be better utilized in street sweeping and the second can provide added
assistance with street light repairs. Staff also recommends reclassifying the vacant

Administrative Clerk II position to Administrative Operations Technician in the Street
Division at this time. This will establish clear reporting responsibilities in the
administrative functions in the Street Division.
The Street Division has a total of six sweepers to complete their assigned work. Two of
these are 1990-year model Athey/Mobil M-9 Street Sweepers. These units have far
surpassed their useful life and have become unreliable and an economic burden to
operate, many repair parts are no longer available. Therefore these two units will be
placed in surplus for auction.

During the FY 06/07 budget preparation Fleet staff developed a multi-year long term
replacement schedule for the Refuse and Street Divisions that was approved as part of
the FY 06/07 Refuse and Street Division Budgets, the replacement of these aging units
is the first phase of that schedule.
Staff had several different sweepers demonstrated on the City's sweeping routes, and it
was determined that the Schwarze M-6000SE with the "hopper load leveler" was the
best mechanical sweeper unit and the Schwarze A8000 was the best air sweeper for
the City. Kelly Equipment of Upland Ca. is the regional dealer for Schwarze sweepers
and has offered the City of San Bernardino the add-on price of a City of Riverside bid
awarded on July 11, 2006. (See exhibit s 1 & 2) and a negotiated price for the A8000.
Due to the specialized nature of this equipment there are no local vendors able to
supply the Sweepers. However, through a negotiated purchase as referenced in
section 3.04.070-1 of the Municipal Code, Fleet staff has negotiated with Crest Chevrolet
of San Bernardino to be the primary vendor for this purchase. The vehicles and
subsequent build up will be purchased through Crest Chevrolet for a total amount of
$734,873.64 including tax. Crest will use sub-contractor, Kelly Equipment of Upland,
Ca. to supply the Schwarze M-6000SE Sweepers and the Schwarze A8000 air
sweeper. These new Sweepers will be powered by CNG (Compressed natural gas), as
required by South Coast Air Quality Management District (SCAQMD) rule 1186.1.
Attached for your review is the quote from Crest Chevrolet and Kelly Equipment. (See
exhibits 3 & 4).
FINANCIAL IMPACT:
Funds for the lease payments for three sweepers are budgeted in account 527-414-
5803, starting in the FY 06/07 Refuse Division budget. Semi - annual lease payments
are estimated at $56,967.00. The total length of the lease payments is expected to be
seven years.

The added cost to increase our sweeping from once a month to twice a month is
approximately $100,000 for the two new sweeper positions and $18,989 in semi-annual
lease payments over seven years for an additional sweeper. The savings to the
General Fund should be close to the added costs. These savings will be achieved by
transferring the positions to the Refuse Fund.
RECOMMENDATION
1. That the position reclassifications and salary adjustments outlined in the staff
Report, dated December 12, 2006 by the Director of Public Services, be
referred to the Council Personnel Committee.

SECTION I. That Crest Chevrolet has offered a negotiated purchase price of

$734,873.54 including tax pursuant to Section 3.04.01O.B.2. of the Municipal Code for two (2)

Year 2006 Schwarze M-6000SE Compressed Natural Gas Street Sweepers and one (I)
12 Schwarze A8000 Air Sweeper. Pursuant to this determination the Director of Finance or her
13 designee is hereby authorized to issue a Purchase order to Crest Chevrolet of San Bernardino.

We've completed evalualion of Sid 640.3, for One (1) New CNG-Powered Street Sweeper.
Kelly Equipment Inc. of Upland was the lowest responsive bidder at 5242,20.2.30. meeting all requirements with
no excepllons. The unit bid is a Schwarze Industries MOdel M-6o.o.o. CNG Sweeper, which is the model the
specifications were written around.
This vehicle is equipped with a clean burning CNG powered engine, which meets both the SCAQMD
Rule 1186.1, and PM-1C requirements.
Recommend that pending CounCil approval a Purchase Order be issued to Kelly Equipment Inc, being the
lOwest responsive bid meeting all requirements at $242,20.2.30. on Bid 640.3.
A City Council Report has been prepared for routing to obtain necessary Signatures, and antiCipate it berng
placed on the June 20., 20.0.6 City Council Agenda.

Dear Mr. Johnson:
Thank you for your interest in the Schwarze A-8000 Regenerative Air High Dump CNG Street
Sweeper. Based on our conversations and demonstrations, Kelly Equipment is pleased to offer
the following competitive bid pricing for a new A-8000CNG.
In recent years cooperative purchasing programs have become a great tool to save municipal
and governmental agencies money. They allow agencies such as the City of San Bernardino the
opportunity to purchase supplies and equipment at pre-negotiated discount municipal pricing.

Schwarze Industries is a member of the Houston, Galveston Area Council (HGAC.) Through this
program Schwarze Industries has delivered similar equipment throughout the country. Recent
transactions include The City of Phoenix, The City of Santa Rosa, Stanislaus County, The City of
Fresno and Carson City.
In order to facilitate the purchase benefits of local business, Kelly Equipment will extend the
identical pricing to that of the HGAC contract to Crest Chevrolet in San Bernardino, This will
provide identical pricing and equipment as well as the benefit of a local sale within the city limits.
Please find the attached proposal from Kelly Equipment as well as the HGAC proposal provided
by Schwarze Industries.
