STAFF REPORT

Resolution No. 10585 establishes rules and regulations
implementing Employer-Employee Relations Resolution No.
10584. Resolution No. 10585 covers this same issue as was
discussed under a previous item on this agenda, namely the
need to limit the number of employees in a bargaining unit
who attend meet and confer sessions on matters other than a
new MOU on City time. The attached resolution incorporates
these same proposed changes as were presented earlier to
amend Resolution No. 10584.

RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING
RESOLUTION NO. 10585.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Resolution No. 10585 section 1, Rule 2 i
hereby amended to read as follows:
"RULE 2 - REASONABLE TIME OFF TO MEET AND CONFER.
The formally recognized employee organization may b
confer sessions on matters other than a new MOU, not more
represented at scheduled meet and confer sessions with cit
representatives on a new Memorandum of Understanding by not
than five City employees of the formally recognized employe
organization, with an equal number for management, durin
regular work hours without loss of compensation. For meet an

organization may attend. If the City elects to have more
three representatives at the table for any such meet and

RESOLUTION NO. 10585.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
