authorized to proceed with the proposed vacation of a portion of Jefferson
Avenue between Eucalyptus Avenue and Pepper Avenue.

STAFF REPORT
A request was received from Dr. David L. Andrews, Superintendent of Rialto
Unified School District, to vacate a portion of Jefferson Avenue between
Eucalyptus Avenue and Pepper Avenue. Rialto Unified School District and West San
Bernardino County Water District own all the property surrounding this portion of
Jefferson Avenue.
The Rialto Unified School District is going to construct a new high school which
will ultimately serve approximately 3,000 students in grades 9-12. The portion
of Jefferson Avenue in question is a 40 foot wide, 460 foot long street which
dead-ends within the high school property. RUSD requests that it be vacated, and
that the maintenance and supervision become a responsibility of the school
district.
Dr. Andrews lists two specific health and safety issues for your consideration:
1. In order to secure a high school campus, it is necessary at times to
close gates at entrances to all parking areas. If Jefferson Avenue remains a
public street, necessary security could not be maintained. Exclusion of
unauthorized persons would become an on-going problem for both the school and the
communi ty.

2. If Jefferson Avenue is continued as a public street, it would then
be the responsibility of San Bernardino law enforcement officers. It is the
schoo 1 di stri ct' s preference to have Campus Securi ty supervise students a tall
campus entrances.
West San Bernardino County Water District requests that the school district's
designs provide for normal overflow and disaster overflow from the water
district's Eucalyptus Reservoir located adjacent to the school site. Also, the
water district will obtain rights for ingress/egress and pipeline construction
and maintenance from the school district.
Staff recommends that the Director of Public Works/City Engineer and the City
Clerk be authorized and directed to proceed with the proposed vacation of that
portion of Jefferson Avenue.
