CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
SUBJECT
Joint Workshop of the Mayor and Common Council and Planning Commission related to the
Redlands Passenger Rail Station Area Plans.
BACKGROUND
SANBAG completed the Redlands Rail Feasibility Study in 2003 to determine the feasibility
of establishing passenger rail services between the City of San Bernardino and the City of
Redlands. The study determined that fixed rail would be the most cost effective.
In April 2006, SANBAG retained Gruen Associates, along with Parsons and MIG to prepare
station area plans for the Redlands Passenger rail. The study effort identified potential station
sites and considered land use and economic development opportunities along the rail line. The
Redlands Passenger Rail Station Area Plans will be presented at the workshop.
A CD containing the Draft Redlands Passenger Rail Station Area Plans Report was distributed
under separate cover on November 20,2006 and posted on the City's web page.
FINANCIAL IMPACT
Not applicable.
RECOMMENDATION
Staff recommends that the Mayor and Common Council direct staff to explore options for
implementing the Redlands Passenger Rail Station Area Plans Report.

SECTION 1. RECITALS
(a)
WHEREAS, the Mayor and Common Council of the City of San
8 Bernardino ("City") adopted the General Plan for the City by Resolution No. 2005-362
9 on November I, 2005; and

(b)
WHEREAS, the General Plan identifies the City's Vision and includes
goals and policies to achieve the vision; and
(c)
WHEREAS, Goal 2.4. in the Land Use Element states: "Enhance the
quality of life and economic vitality in San Bernardino by strategic infill of new
development and revitalization of existing development;" and
(d) WHEREAS, the Land Use Element identifies Strategic Policy Areas
including Corridor Strategic Areas and the Downtown Strategic Area; and
(e) WHEREAS, Goal 3.1 in the Housing Element states: "Facilitate the
development of a variety of types of housing to meet the needs of all income levels in
the City of San Bernardino;" and
(t)
WHEREAS, Goal 4.1 of the Economic Development Element states:
"Encourage economic activity that capitalizes upon the transportation and locational
strengths of San Bernardino;" and
(g) WHEREAS, Goal 6.6 of the Circulation Element states: "Promote a
network of multi-modal transportation facilities that are safe, efficient, and connected to
various points of the City and the region;" and

(h) WHEREAS, in 2003 San Bernardino Associated Governments
SANBAG) completed the Redlands Rail Feasibility Study to determine the feasibility
f establishing passenger rail services between the City of San Bernardino and the City
f Redlands; and
(i) WHEREAS, the Feasibility Study determined that a fixed rail alternative
as the most cost effective, and potential station sites were identified; and
(j) WHEREAS, in 2006 SANBAG retained Gruen Associates, Parsons
ransportation Group, and Moore, lacofano, Goltsman, Inc. (Consultants) to prepare
station area plans; and
(k) WHEREAS, SANBAG and the Consultants held task force meetings,
stakeholder meetings, and community meetings to obtain input from staff, elected
fficials, developers, property owners, and members of the communities of San

ernardino, Redlands, and Lorna Linda; and
(I) WHEREAS, the Consultants prepared the Redlands Passenger Rail
Station Area Plans Report, a copy of which is on file in the City Clerk's Office and
incorporated herein by reference; and
(m) WHEREAS, the Planning Commission considered the Redlands
assenger Rail Station Area Plans Report at a workshop on December 4, 2006; and
ecommended approval, in concept, of the Report; and
(n) WHEREAS, the Mayor and Common Council considered the Planning
ommission's recommendation at a workshop on December 4,2006.

NOW, THEREFORE, BE IT HEREBY RESOLVED, FOUND, AND
ETERMINED THAT THE MAYOR AND COMMON COUNCIL HEREBY
ERTIFY THAT:
Approval, in concept, of the Redlands Passenger Rail Station Area Plans Report is
xempt from California Environmental Quality Act requirements, pursuant to Section
