Backl!rouud: The Plan Review Section ofthe Public WorkslEngineering Division of the Development Services Department reviews all plans for land development projects within the City of San Bernardino. At any given time, the section will be reviewing or tracking 300-400 plan sets. The current staff consists of: . Senior Civil Engineer - I . Engineering Associate - I . Engineering Assistant III - I . Engineering Assistant II - I (vacant) . Engineering Assistant I - 2 . Development Services Technician - I . Draftsperson - I (vacant) In addition, a Senior Civil Engineer has been temporarily assigned to the Plan Review Section to assist in tracking and monitoring plan reviews performed by consultants. One Engineering Assistant I and the Development Services Technician are assigned to the public counter on a full time basis. Their responsibilities include providing information to the general public as necessary, accepting plans to be checked and entering the appropriate data in the computer, maintaining a log of plans submitted and returned for revision, calculating applicable development impact fees, and other duties as they arise. The Senior Civil Engineer supervises the section, makes decisions regarding technical issues and the application of policies, investigates and resolves complaints, reviews all survey related documents, oversees the plan checks and signs plans on behalf of the City Engineer, determines applicable development impact fees, represents the City Engineer on the Development Review Committee, and other duties as assigned. The remainder of the staff is assigned to plan review and backup responsibilities at the public counter. The entire Plan Review staff meets with engineers, developers, applicants, and others to discuss issues with plan preparation and design issues. These meetings consume approximately 25% of staff time. With the number of plans being submitted for review, the staff is stretched very thin. The City has contracts with three consultants for review of plans. Plans are sent to the consultants for review whenever possible, but there is a minimum plan check fee requirement for plans that can e- e e be sent to a consultant for review. This still leaves a large volume of work that must be performed in-house. In addition to the plan reviews, the Plan Review Section updates the Engineering Fee Schedule as necessary, updates the various Engineering Design Policies and Standard Drawings, and provides data to IT to update the sewer and storm drain atlases. Administrative Analyst I is needed in the Plan Review Section to assist the supervising Senior Civil Engineer, and others, in the performance of the following duties: . Conduct special studies and surveys, collect data from various sources, analyze the data and prepare reports as needed. The reports will include recommendations for procedural or policy changes with implementation plans as appropriate. . Coordinate Section and Division activities with other Divisions and City Departments as required. . Prepare staff reports as needed on a regular basis. . Assist in updating the various Design Policies and Engineering Fee Schedule. . Monitor and prepare reports on the progress of the plans being reviewed. . Process routine requests for bond release, and other repetitive routine tasks. . Prepare and maintain spreadsheets to monitor the application of park agreements, reimbursement agreements, etc. . Assist in maintaining and updating of the Pavement Management Analysis program. . Conduct special studies and prepare special reports as assigned by the City Engineer and the Director of Development Services. The Department currently has a vacant position of Draftsperson. That position is an obsolete position held over from the days when plans were prepared by hand. With the use of AutoCAD computerized drafting software, the designer usually performs his/her own drafting of the plans. Therefore, the large amount of drawing set-up and early preparation is no longer necessary. Since the Draftsperson is an obsolete position, and it is currently vacant, that position could be upgraded to an Admin Analyst I. The addition of an Administrative Analyst I position is of tremendous benefit to the Section, the Division, and the Department. Financial Impact: Budgeted Draftsoerson Salary $41,600 Benefits 10.600 Total $52,200 Prooosed Administrative Analvst I Salary $49,500 Benefits 18.700 Total $68,200 Additional annual cost is approximately $16,000. Due to the delay in filling the position the anticipated cost for the FY 2006-07 is $8,000 which will be absorbed by the department through salary savings. Recommendation: 1. Specifications are !!!l! intended to reflect all duties performed within the job. SUMMARY DESCRIPTION Under administrative direction, perfonns a variety of analytical functions, including research and report writing on a variety of municipal issues. CoHects, analyzes, and presents information concerning City operations, policies and procedures and provides community education and training in a variety of areas; and perfonns other related duties as required. ORGANIZATIONAL RELATIONSHIPS The Administrative Analyst I is an entry-level position in the Analyst series. Supervision is received from the Department Head, or hislher designee. REPRESENTATIVE DUTIES The following duties are typical for positions in this classification. Any single position may not perform all of these duties and/or may perform similar related duties not listed here: 1. Provides courteous and expeditious customer service to the general public and City department staffs. e 2. Conducts special studies and prepares reports, including recommendations for corrective action and methods for implementation; develops staff reports and grant proposals as assigned. 3. Conducts surveys and perfonns administrative research and statistical or financial analysis; gathers and analyzes data; coordinates data coHection from outside sources, and makes recommendations on the formation of policy and procedures. 4. Coordinates departmental activities with other City departments and divisions and other civic organizations and agencies. S. Makes presentations before City committees and various citizen and community groups related to area of assignment. 6. Incumbents assigned to various City departments assist with analysis, employee salary and benefit issues, departmental budgets and other personnel issues. 7. Routinely adheres to and maintains a positive attitude towards City and Department goals. Minimum Oualifications Bachelor's degree in public administration, business administration, political science, finance or related field and six months experience performing analysis, research and report writing. One year of related experience may be substituted for six months of education (15 semester units) up to six months. License or Certificate Possession of a valid Class "C" California driver's license is required.
