Resolution authorizing vehicle reimbursement allowance for various city employees, and repealing
Resolution 89-15
Back2round:
In 1988, the Mayor and Council adopted Resolution 88-86, which established a policy for the
assignment and take-home use of City-owned vehicles. The resolution allows the Mayor to authorize
the take-home use of a City vehicle for certain employees and elected officials, or a monthly vehicle
reimbursement allowance in lieu of a take-home vehicle. Pursuant to the City's AS 1234 policy and
the City Charter, the Mayor and Council are also eligible for either use of a City-owned vehicle, or to
receive a monthly vehicle reimbursement allowance.
Resolution 89-15 established the amounts for vehicle reimbursement allowance at $300 for City
Administrator, Deputy City Administrator, and department directors; and $250 for division heads.
Those amounts have not been adjusted in the seventeen (17) years since the resolution was adopted.
Staff was requested to bring information to the Ways and Means Committee concerning a possible
adjustment to the City's automobile allowances. The attached survey provides information
concerning auto allowance in neighboring cities and also other cities of similar size. In most cases,
the City's auto allowances are significantly lower than those found in these other cities.

At the Ways and Means Committee meeting on November 22, the Committee 'recommended
adjusting the allowance to $450 for Department Directors/Assistant City Manager, with,the
allowance automatically increasing by $25 annually thereafter to keep pace with increases in costs
over time. It is further recommended that the allowance for division heads be increased from $250 to
$300, with that amount also increasing by $25 annually thereafter; and that the City Manager's auto
allowance also be added to the resolution.
The attached resolution reflects the proposed new amounts.
Financial Impact:
Approximately 29 individuals currently receive auto allowance pursuant to the resolution. The
additional cost of$19,800 will be absorbed by various departmental budgets.
Recommendation:
Adopt resolution.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
Vehicle Reimbursement Allowance
SECTION 1.
A.
The monthly amount of vehicle reimbursement allowance authorized for each
employee category as of January 1,2007, is listed below:
City Manager:
Department Directors and Assistant City Manager:
Division Heads:
$500
$450
$300
All individuals who receive a vehicle reimbursement allowance will be designated by the City
Manager.
B. The monthly amount of each vehicle reimbursement allowance authorized
pursuant to Part A above shall be increased by $25 beginning July 1,2007, and by $25 each
July 1 annually thereafter.
SECTION 2.
Resolution 89-15 is hereby repealed, effective January 1,2007.
