The Mayor and Common Council of the City of San Bernardino hereby ratify the COPS 2006 Technology Grant application and authorize the Police Department to expend the $394,891 in awarded grant funds as outlined in the attached Grant Expenditure Plan submitted by the Chief of Police. The Police Department wishes to prepare for the release ofthe San Bernardino County Sheriffs Department's "In-Field" fingerprint project. To collect in field fingerprints for suspect identification, a removal device is needed so that collection and review can be done away from the patrol car. This purchase will place approximately 35 devices in the hands of patrol officers. Officers will be able to access communications, dispatch, registration, and wanted person information up to 300 feet away from their patrol car. They will be able to collect in-field fingerprint data and transmit it to the Sheriffs Department for in-field identification. This enforcement tool will greatly enhance our patrol officers' ability to apprehend dangerous subjects to attempt to deceive officers by providing false identities. MDC Modem CardslMDC AirtimelMDC T-1 Connection Circuit The San Bernardino Police Department shares a County owned 800 MHz convention radio channel for Mobile Data Computer (MDC) communications four other agencies (San Bernardino City Fire Department, San Bernardino County Sheriffs Department, Colton Police Department and the Fontana Police Department). The radio channel operates at 19.2-BAUD rate and is extremely limited in bandwidth for MDC communications. Alone, the San Bernardino Police Department transmits about 1,000,000 MDC transactions a month over this restricted communications channel. The channel supports analog communications protocols which restricts the use of Internet Protocol (IP) communications, thus eliminating web based law enforcement systems such as Cal-Photo and Cal-Gang from department's arsenal of field technology tools. Because of the limited communications bandwidth it can take officers three to four minutes to receive their dispatch messages from the dispatch center during busy evening and weekend periods. This delay causes confusion and slows the delivery of necessary information while officers respond to emergency calls. Often times, officers can arrive at the scene of a dangerous emergency call before the MDC message with detailed information arrives at the MDC computer in the patrol sedans. Verizon's Wireless MDC communications services provide IP based network communications directly to patrol sedans via their EVDO cellular data backbone. This data travels at communications speeds that are ahnost a ten-fold increase over the congested existing radio channel. Additionally, the communications backbone divides the MDC computers in the field into groups based on their proximity to Verizon cellular communications sites. Tests have shown that a group of seven messages associated with a MDC based warrant check that are delivered to a MDC via the existing radio channel in 45 seconds can be delivered to a MDC ~~ 2006-256 using Verizon communications services in under five seconds. Additionally, the Verizon MDC communications services allow officers to search IP based law enforcement databases such as Cal-Parole-LEADS (statewide parolee database with mugshots), Cal-Photo (statewide database of mugs hots and DMV driver's license photographs, and Cal-Gang (statewide database of known violent street gang members with mugshots). The Verizon MDC communications system is made up of the following components: Verizon Wireless Modem Cards (85 @ $150 per MDC device) These cards are used to direct communications messages from the MDC devices to the Verizon EVDO data backbone. Each patrol car MDC device must have one of these modems. The devices will equip 85 of the department's 110 black-and-white sedans. Verizon Wireless MDC Airtime (85 @ $ 65 per MDC device for 12 months) Each of the 85 devices must have a Verizon airtime account so that it can communicate across the Verizon EVDO data backbone. The monthly fee covers unlimited communications time, thus allowing the vehicle to operate around-the-clock if necessary in an emergency without any extra surcharges. Verizon Wireless MDC T1 Connection Circuit (1 @$1,100permonthfor 12 months) All of the data Verizon receives from the MDC modems must be delivered to the San Bernardino Police Department for processing. This is accomplished with a private T-I communications line that runs between Verizon's local telephone facilities and the Police Department's headquarters. The costs of the MDC airtime and T -1 line in years two and three of the grant will be born by the City of San Bernardino's General Fund. CODDerfire (bv ComDudvne) Field ReDortinl! Modnle Compudyne provides the San Bernardino Police Department with Computer-Aided-Dispatch (CAD), Records Management system (RMS), and Jail Management System software. Copperfire is a software suite that is installed on MDC computers to allow officers to complete crime reports in the field while they remain in their assigned beats. This software greatly increases the efficiency of the report writing process by providing forms based templates for officer to record information about crime reports that they take from the public. When coupled with the Verizon data communications system, officers can send reports to their supervisors from their patrol cars while still in their assigned patrol areas. Supervisors can approve reports or make suggestions for correction while across the city in a different area. This combination means that officers do not have to leave their beats to submit reports for supervisory approval. Staying in their assigned beats means that they remain close to the citizens that they service. ~ 2006-256 All of the essential forms and report writing tools are stored in the software that is installed on the in-vehicle MDC computers. Logistical issues associated with no having the necessary forms to complete a report are eliminated. A small test project with Copperfire's traffic collision form set, which is included in this module, showed that officers could create traffic collision reports in a shorter period of time with ease while remaining in their patrol cars out on their assigned beats. Time saved traveling to meet with supervisors or responding to the station to submit reports is eliminated with this MDC software module. The saved time will be directed towards patrol and enforcement activities inside the officers assigned patrol beats. MDC Modem Installation The police department contracts with the County of San Bernardino's 800 MHz Group for the installation of communications and electronic equipment in patrol vehicles. The installation of this equipment is covered on a flat rate fee. There is no sales tax or shipping for this local labor service. Wireless Modem Installation (85 @ $150 per MDC device) The wireless modem must be installed in the trunk of each of the 85 black-and-white patrol sedans. An external antenna must be put on the rear window of each sedan to ensure reception.
