ESR/ cw attachment 9iUrt > POSITION JUSTIPlCATIONS The following are justifications for appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the September 8, 1998 Council meeting. CarolYn D.) - Appointment CI'l'Y ~IIISfttA'l'OR The position of Typist Clerk III will be an underfill of the vacant Secretary position in the city Administrator's Office. This will result in a salary cost savings for the Department. The position provides front office reception, telephone and clerical support to the City Administrator's staff. 2. Personnel Clerk II (Huston. Diane) - ADDointment PBasoDBL This budgeted position has been held vacant since May, 1998 as a means of attaining budget savings. The continued workload of the department makes it essential that it now be filled. The position provides staff support for job recruitments, customer service at the counter and over the telephone, assist with employee benefit administration and provides general office assistance. 4. DisDatcher I. (Newbrv. Scott) - Appointment PI" Fire Dispatch is currently staffed with eight full-time dispatchers after the resignation and probationary release of Fire Dispatcher, Kathleen Dobyns. The eight dispatchers are currently covering the vacancy with overtime in addition to covering for vacation time, holiday time, and compensatory time. Fire Dispatch has completed interviews of prospective applicants for the position of Fire Dispatcher I. Scott Newbry has been chosen and has accepted the position. permission is requested to move forward and hire Scott to fill in the vacant Fire Dispatcher I position post haste so that training and proper shift coverage can begin quickly. .. 5. Di~".bI"'r I (Lee. ~""rv) - Appointaent POLICII This appointment of a Dispatcher I will allow the Police Department to fill a vacancy created through attrition in the Dispatch Center. Dispatch is a critical function of this department. Cost savings associated with vacancies are entirely offset with backfilling these positions with full-time dispatchers, community service representatives or police officers working overtime. Often times, non- dispatcher replacements impact the level of quality service provided to the public and field personnel due to their lack of familiarity with the CAD operations. By hiring this individual, it will help reduce the need for overtime by having an adequate contingent of personnel to staff the dispatch center. 6. Account Clerk II (stevens. Susan) - Appointaent POLICB Susan's appointment to this newly created position is to implement the newly approved resolution on "Franchise Tow Fees. " Anticipated revenue for this new Franchise Tow Fee is approximately $350,000. This revenue will more than pay for the position. 7. C...-m'itv Services ReDresentative I (Tho.Dson. Stacev) AppoiDtaent POLICB stacey's appointment to CSR I will allow the department to assign him to the front desk or the field depending on assignment requests by others. There is currently one vacated CSR I position. This will increase the efficiency of service to the public to respond to calls for service or walk-in and telephone inquiries. This position is critical in increasing police officers to take more critical emergency calls. 8. TvDist Clerk II (Tavlor. aftft) - Salary A4justaent PARD, RBCRBATIOII' AII'D COIIMUII'ITY SBRVICBS Employee had been demoted to a lower classification due to budget constraints. Employee was then brought back to previous position on May 5, 1998, but at 'lower pay status. According to civil Service Rule 511, employee should have been placed back at original pay rate. Pay rate adjustment is being given retroactively to date employee was returned to original position. NON-GW"DaT. PUKD - KZS PUKD 3. Proar-~'E' Analvst (RoCJer8. Pat) - APPOZIlTJIBIlT ADIIZK/US The programmer/analyst positions for MIS support of the Water Department. This position will be responsible for support of Water's utility billing hardware and software, which are in the beginning stages of a large replacement project. A great deal of work on this project is already underway. The item on the agenda is to provisionally appoint Pat Rogers to this position until a list is received and a permanent appointment can be made.
