ARDEN-GUTHRIE IMPLEMENTATION STRATEGY
At the meeting held on Tuesday, July 27, 1993, the Housing Committee initiated
consideration of the Arden-Guthrie "Focus" Neighborhood Implementation Strategy. During
the subsequent discussion surrounding authorization of the Implementation Strategy as
proposed, a number of issues and concerns surfaced. As a follow-up to that meeting and
prior to reconsideration of the Implementation Strategy on Tuesday, August 10, 1993, the
following additional project information is being provided to the Housing Committee and the
Community Development Commission.
* Implementation Strategy Funding.
The proposed Implementation Strategy components utilize approximately $ 1,500,000 in FY
1993-94 housing set-aside monies. As part of the FY 1993-94 EDA Budget approval process,
$2,000,000 was appropriated for utilization specifically within the Arden-Guthrie "Focus"
Neighborhood. This budget appropriation, however, includes significant \;IrolUant income
monies anticipated from repayment of completed or soon to be completed Agency housing
projects (i.e., Highland Lutheran, Casa Ramona and Arrow Vista).
* Utilization of IVDA monies.
There is approximately $550,000 in accumulated 20% low-mod monies currently available
from the Inland Valley Development Agency (IVDA) for potential utilization within the
Arden-Guthrie "Focus" Neighborhood (please see attached IVDA memo). It is the intent of
Agency staff, however, to solicit the utilization of available accumulated IVDA monies for
implementation of additional Revitalization Strategy components beyond those being funded
through the utilization of Low-Mod Program funds. This will enable future IVDA low-mod
allocations to be utilized either as "reimbursement" to the Agency for 1993-94 low-mod
expenditure within this neighborhood, or for other housing projects and/or activities designed
to meet identified community "needs".
* Utilization of Equity Management as "Project Managers".
The Implementation Strategy proposes utilization of Equity Management Services, Inc., as
designated "Project" Managers for the Arden Guthrie "Focus" Neighborhood. The primary
purpose and intent of "Project" Management Services will be to coordinate and direct the
implementation and delivery of each component contained within the Revitalization Strategy.
Utilization of Equity Management will provide the "focal point" for property owner and
tenant coordination, and participation in the neighborhood improvements necessary within this
community.

Establishment of related property management services by Equity Management will only
occur after the neighborhood based project management functions are fully established and
well Wlderway. It will be the responsibility of Equity Management to sufficiently solicit
property owner utilization of its services as property managers and to solicit participation in
the rental pool. This process, however, will be significantly enhanced by the payment of
Equity Management Services for a one (I) year period by the Agency, thereby allowing for
significant financial incentives to be offered to property owners who utilize Equity
Management Services.
* Sunrise Village Property Owners Association.
Subsequent to the Housing Committee meeting, Agency staff has conducted several follow-up
meetings with property owners, tenants, Emmerton School and the Sunrise Village Apartment
Owner's Association. As a result of these meetings, there is now consensus that the
Implementation Strategy components, as proposed, should be immediately adopted and
implemented. In addition, the specific issues raised SurroWlding Sunrise Village Property
Owner's Association participation in the process have now been entirely resolved (please see
attached letter).
* Arden-Guthrie Lawsuit.
At the previous Housing Committee meeting, concern was also raised issues SurrOWlding the
current status of the Arden-Guthrie lawsuit, and the potential impact the Implementation
Strategy may have on said suit. Discussions regarding the litigation revealed that the
plaintiff's have submitted a Demand for Settlement which is currently being evaluated and
reviewed by the City Attorney's Office, the City's Outside COWlsel and the BICEP COWlsel.
In addition, the case is currently scheduled for trial in October, but there remains a very high
probability the case will again be postponed (has been postponed once before).
Regarding the potential impact of the Implementation Strategy, follow-up discussions indicate
that adoption of the Strategy would IlQ1 increase the City's liability in the lawsuit. There is
also strong indication that Implementation Strategy components would instead serve to
support the City's position. Furthermore, implementation of the proposed components could
actually act as a pro-active catalyst for ultimate resolution of the lawsuit case (please see
attached memorandum from Director of Risk Management).

In February, 1993, at the request of Councilwoman Miller, your
orqanization held a meetinq on the project for Jim Penman, City
Attorney, Rick Morillo, Senior Deputy City attorney, and Joe Arias,
Defens. Council, for the City. The purpose was for the input on
the project in relationship to the pendinq lawsuit. At the time,
they were in aqreement with your endeavors.
The cas. was oriqinally scheduled to qo to trial in July 1993, but
was postponed until October 1993, and could be postponed aqain by
the Courts. There has been a demand to settle. The insurance
carrier is reviewinq the demand and has made no response.
Hopefully, this will answer your questions on the status of the
case with the insurance carrier.

ARDEN-GUTHRIE IMPLEMENTATION STRATEGY
On March 3, 1993, the Community Development Commission approved a Comprehensive
Revitalization Strategy for the Arden-Guthrie "Focus" Neighborhood. This strategy represents
an attempt by the Agency to comprehensively address the social and physical "needs" of this
community and to effectuate permanent improvement in the "quality of life" within the area
The ultimate goal of this approach is to change the economics of the Arden-Guthrie "Focus"
neighborhood to such an extent that it will be maintained at a desirable level (consistent with
community standards) without the need for more than normal City investment of resources.
The major components of the Arden-Guthrie "Focus" Neighborhood Revitalization Strategy
include, but are not limited to, the following:
· Designate "Project Managers" for this "focus" strategy implementation
· "Multi-use" Neighborhood Facility Development
· Assist a non-profit organization with rehabilitation of twenty-four (24) Home
Fed/RTC buildings
· Assist existing property owners with rehabilitation/improvement of their
properties
· Cul-de-sac Newcomb, McKinley and Dumbarton Streets
· Development of a neighborhood park
· Utilize the Los Padrinos Community Coalition in strategy implementation
· Provision of additional Police Services
· Pro-active Code Enforcement
· Establishment of Arden-Guthrie "Task Force"
Subsequent to Commission approval, Agency staff initiated pro-active implementation of the
Revitalization Strategy. In conjunction with this implementation, the following items are now
presented to the Housing Committee for consideration and action:
*Projed Management Servites
The single most critical component of the revitalization strategy is the designation of "Project
Managers" for this "focus" neighborhood. Project Managers will be responsible for
pro-actively coordinating and administering implementation plans in conjunction with each of
the specific components identified within the Strategy. Furthermore, these individuals will
also become vital communication links between the Agency and the Arden-Guthrie
community.

As part of the March 3, 1993 approval of the Strategy, the Commission authorized the
issuance of a Request for Proposals (RFP) for the purpose of identifying designated "Project
Managers" for the Arden-Guthrie Focus Neighborhood. The Development Department's
Housing Division then actively solicited proposals from qualified individuals and/or
organizations interested in being designated as "Project Managers" within the Arden-Guthrie
Focus Neighborhood.
Through the established RFP solicitation process, four (4) management firms formally
responded to the Agency's RFP, including:

.Equity Management Services
.Tamarac Housing Group
These four (4) proposals were formally reviewed and analyzed by Agency staff, the Sunrise
Village Property Owner's Association, Emmerton School and by E.H. Wood and Associates.
The criteria utilized to evaluate the proposals included the following:

Based upon the heretofore mentioned evaluation criteria, it was the consensus of the
reviewing parties that Equity Management Services submitted the most complete and
comprehensive response to the RFP document. (Please See Exhibit" A").
Equity Management Services, a division of Golden Equity Financial Corporation, has over
twenty (20) years experience in working with lenders and property owners in managing and
marketing foreclosures, REO and other troubled projects. This experience includes project
rehabilitation, construction tenant management and comprehensive property management
(offsite and on-site). In addition, Equity Management has both owned and managed
commercial property, condominiums, planned unit developments, residential subdivisions,
scattered-site single family detached homes, townhomes, and a variety of apartment
complexes (large and small).

On May 24, 1993, the Community Development Commission authorized staff to exclusively
negotiate with Equity Management Services, for a sixty (60) day period to develop a formal
Management Services Agreement for the provision of Project Management Services within the
Arden-Guthrie Focus Neighborhood. After significant discussions between Agency staff, legal
counsel and Equity Management Services, Inc., a Management Agreement has been developed
for the provision of Project Management Services within the Arden-Guthrie Focus
Neighborhood. The major components of this Agreement include the following:
1. ORGANIZATION (Please See Exhibit "B")
Equity Management Services will be utilizing available/existing corporate (Central Office)
staff to coordinate and oversee delivery of Project Management Services, and have committed
the full-time equivalent of two (2) staff members specifically towards the Arden-Guthrie
project. In addition, Personnel/staff to be hired by Equity Management Services include (at a
minimum), one (1) Community Services Coordinator, two (2) on-site Project Managers, one
(1) Bookkeeper, two (2) Landscaping/Maintenance personnel and one (I) Leasing Agent.
Equity Management will also oversee/coordinate twenty-four (24) hour/day neighborhood
security (armed with guard dog) in conjunction with one (1) full-time City of San Bernardino
Police Officer. Many of the heretofore mentioned staff will be hired directly from the
Arden-Guthrie Community. Additional personnel/staff will be hired as necessary to meet the
"needs" of this community and to satisfactorily implement the Revitalization Strategy.
2. BUDGET (Please See Exhibit "C")
In consideration of providing Comprehensive Project Management Services in conjunction
with implementation of the Arden-Guthrie "Focus" Neighborhood Revitalization Strategy
Equity Management has now submitted a $542,000 Budget Proposal for Fiscal Year 1993-94.
This Budget Proposal includes the following categories:

Based upon significant input from existing property owners, tenants and local service-
providers, Equity Management revised their original budget to include twenty-four hour/day
armed security (including guard dog) and the provision of a full-time San Bernardino Police
Officer within the Arden-Guthrie community. If the advent of 24 hour/day neighborhood
based security is approved as described, Agency staff would also recommend dissolution of
the limited existing Assessment District Security Services.
Agency staff concurs with the Equity Management Budget proposal for Project Management
Services as submitted.

*Multi-Use Facility Development:
The Agency has now identified two (2) apartment buildings located within the Arden-Guthrie
area for acquisition and conversion into a multi-use neighborhood facility. When converted,
the neighborhood facility will be utilized for the following purposes:
a. Project Manager Neighborhood-based Operations/Office Facility.
b. San Bernardino County Neighborhood-based Health Care Services, including
Pediatric Dental Care.
c. Police/Security Office, providing twenty-four hour/day operations and
accessibility for the neighborhood
d Community meeting room space for community-based organizations and
tenant/resident meetings.
Based upon their central location within the focus neighborhood area and their superior
(previously rehabilitation) condition, the buildings are highly desirable for
conversion/utilization as a multi-use neighborhood facility (Please see Exhibit "D"). Total
project cost for acquisition and conversion is estimated at $400,000 ($300,000/acquisition and
$IOO,OOO/conversion).
*Neighborhood Park Development:
A six (6) acre vacant parcel of land is currently available within the focus neighborhood for
acquisition and development as a neighborhood park. Agency staff has negotiated a tentative
(not to exceed) purchase price of $385,000 from the property owner, contingent on Housing
Committee and Community Development Commission approval.
Acquisition of the vacant parcels ensures that this site will eventually be developed as a
neighborhood park facility, providing much needed recreational facilities for the community.
*Mini-Park Development:
There are currently several vacant remnant parcels located at the southwest comer of
Highland Avenue and Arden Avenue which are available for acquisition and development as a
neighborhood mini-park facility To accomplish ultimate development of this mini-park
facility, the following activities need to occur:
I. Acquisition of vacant/excess Caltrans property, $10,000 (1,100 sq.ft., lot)
2. Acquisition of vacant lot, AP#285-551-21, $8,000 (adjoining Caltrans property)
3. Base of Caltrans excess right-of-way, $2,000/year property, (Forty (40) year
Lease)
Development of this mini-park facility provides much needed additional open space/greenbelt
area for the Arden-Guthrie community.

.Common ArealNeighborhood Improvements:
In conjunction with adoption of the various Revitalization Strategy components, a number of
common area improvement needs were also identified. After thoroughly analyzing these
identified needs, Agency staff is now prepared to pro-actively proceed with implementation of
selected neighborhood/community improvements (Please see Exhibit "E"). The proposed
improvements include the following:
I. Cul-de-sacing of Newcomb, McKinley and Dumbarton Streets (establishment of
greenbelt areas).
2. Acquisition and development of mini-park (remnant Caltrans property), located on
Highland Avenue at Arden Avenue, for additional greenbelt areas
3. Park Site Development (Baseball Diamond, Soccer Field, Playground Equipment,
Park Benches, Bar-b-Ques, etc.)
4. Miscellaneous curb, gutter, street repairs.
Adoption of the Arden-Guthrie "Focus" Neighborhood Revitalization Strategy represents a
major commitment by the Community Development Commission. The components outlined
within this implementation strategy will serve to pro-actively initiate the processes necessary
for permanent improvement to occur within this community.
At its meeting conducted on Tuesday, August 10, 1993, the Housing Committee approved the
four (4) form motions, and recommended forwarding for consideration by the Community
Development Commission.
For the heretofore stated reasons, staff recommends adoption of form motions" A", "B", "C.,
and "0".
