MOTIOlll:
That the Community Development Commission authorize an
expansion in the scope of the 50/50 Landscape and
Beautification programs allowing for such activities to
occur in unincorporated islands within the City limits
and unincorporated areas within the City's sphere of
influence along previously established major east-west
and north-south corridors.

Citv LandscaDe and Beautification ProRrams
The Commission has previously approved funding for Phases I and II of
the 50/50 Landscape Program and set aside $1 million for beautification
purposes at its March 7, 1992 Budget Workshop. The 50/50 Landscape
Program has proven to be of merit and benefit to the City in terms of
participation, visual impact, and a positive development incentive.
While the scope of the program is city-wide along major corridors, its
jurisdiction needs to be further expanded to become a truly effective
tool of the City.
Because there are unincorporated islands and unincorporated areas
outside the city limits but within the City's sphere of influence,
staff is proposing that the landscaping and beautification programs be
expanded to include such unincorporated areas along the major east-west
and north-south thoroughfares previously approved by the Commission for
these programs and the Street Tree Master Plan Program. Should the
Commission approve this proposed change to the existing program, the
benefits to the City should be significant, especially in light of the
County's current inability to adequately finance basic code enforcement
and beautification programs.
Finally, it should be noted no new funding is necessary to implement
the proposed change.
At the December 21, 1992 Commission meeting, the matter was continued
for thirty (30) days and staff directed to identify potential locations
that would be impacted by the proposed program expansion. These
locations are as follows:
The north side of 40th Street from Third Avenue to Johnson Street.
Highland Avenue from Dinair Street to Orchard Road.
Baseline Street from Osbun to Val aria Street
Baseline Street from Valaria Street to Olive Street.
Fifth Street from Tippecanoe to Shirley Avenue.
Fifth Street from Victoria to Palm Avenue.
Waterman Avenue from Third Street to Fifth Street.
Staff recommends adoption of the form motion.
