STAFF REPORT
A request was received from the Parks and Recreation
Department to provide 18 parking spaces for the exclusive use of
their employees. The spaces are requested on the public parking
lot located on the southeast corner of 6th Street and Sierra Way.
This request is based upon the fact the participants in the
"Women and Infant Care (WIC) program frequently occupy all of the
available spaces in this lot. During those times, employees of
the Parks and Recreation Department are unable to find an open
parking space, whenever they return to the office after attending
a meeting or coming back from lunch. This situation forces these
employees to search for an on-street parking space, which results
in lost productivity, vandalism to their vehicles and issuance of
citations for over-time parking.
One of the reserved spaces will be used exclusively by
employees participating in the City's Ride Share Program. The
City's Ride Share Program Coordinator concurred with this
proposal, since the Parks and Recreation Department currently has
employees that participate in the program.
Two of the spaces will be designated for the handicapped,
and one other as a loading zone. This leaves 14 spaces available
for parking by Parks and Recreation Department employees.
Reserving these spaces will not adversely affect the
parking demand in' the area, since the nearby parking lot for
Seccombe Lake is open to the public. Additionally, the
referenced stalls will be reserved only during normal working
days and hours, thereby allowing the general public to use them
on weekends, holidays, and after working hours. Input was also
received from the manager of the YWCA, who raised no objection to
request.
Stickers will be issued by the Facilities Management
Department to the employees of the Parks and Recreation Depart-
ment. This will allow the Parking Checkers to issue citations to
any vehicle that is parked in one of these 14 spaces without a
sticker.

PROHIBITING PARKING UPON CERTAIN DESIGNATED STREETS OR PORTIONS
THEREOF, OR OTHER CITY PROPERTY. . ," TO RESERVE 18 PARKING
SPACES FOR THE EXCLUSIVE USE OF THE CITY PARKS AND RECREATION
EMPLOYEES,. ON THE PUBLIC PARKING LOT LOCATED ON THE SOUTHEAST
CORNER OF SIERRA WAY AND SIXTH STREET, APPLICABLE ONLY FROM
MONDAY THROUGH FRIDAY BETWEEN THE HOURS OF SEVEN A.M. AND FIVE
P.M.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1:
Resolution No. 3985,
Section One and
Three-Quarters is amended by adding Subsection 6, PUBLIC PARKING
LOT LOCATED ON THE SOUTHEAST CORNER OF SIERRA WAY AND SIXTH
STREET, to read as follows:
"6. PUBLIC PARKING LOT LOCATED ON SOUTHEAST CORNER OF
SIERRA WAY AND SIXTH STREET.
A. It is unlawful for any person to stop, stand, or
park a vehicle in a reserved parking space for the physically
disabled, in the public parking lot located on the southeast
corner of Sierra Way and Sixth Street, unless that vehicle bears
an authorized parking sticker or physically disabled placard.
The following parking stalls shall be reserved for vehicles
bearing authorized parking stickers:
1. The most southerly nine (9) stalls in the first
row (Row A) counting the rows in sequence from the
west side of the parking lot, are reserved for
Ci ty Parks and Recreation Employee Vehicles, the
first space shall be specifically designated for
Car
Pool
Vehicles.
Restriction

applicable only from Monday through Friday,
