STAFF REPORT
The San Bernardino Public Library Literacy Program has been
awarded a grant of $15,655 by the California State Library
for Adult Basic Education Program.
This award is for the fiscal year 1992/93 and could be renewed
on an ongoing basis.
The grant requires that we have a clerical staff to help the
program coodinator. We have recruited a person who has
experience working with grant programs and who has been able
to assist the literacy program since November 23, 1992.

2 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
EXECUTION OF A CONTRACT WITH VERNADETTE L. JORDAN FOR SERVICES
3 AS THE CLERICAL STAFF TO THE ADULT BASIC EDUCATION PROGRAM.
4 WHEREAS, the San Bernardino Public Library has been awarded
a grant of $15,655 by the California State Library for the Adult
5 Basic Education program; and,
6 WHEREAS, the grant requires that the Library have a clerical
staff to assist in the program;

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
8 OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. The Mayor is hereby authorized and directed to
10 execute on behalf of said City a contract for the services to the
11 Library as the Adult Basic Education Clerical Staff, with
12 Vernadette L. Jordan, a copy of which is attached hereto and
13 incorporated herein, marked Exhibit "A."

SECTION 2. The authorization to execute the above-referenced
15 agreement is rescinded if the parties to the agreement fail to
execute it within sixty (60) days of the passage of this
resolution.

with
PL 100-297-321 CLERK TYPIST
Vernadette L. Jordan, beginning November 23, 1992, and residing at
25860 East Union Street, San Bernardino, CA, will perform the following
duties as the PL 100-297-321 Clerk Typist in accordance with the terms
of this agreement.
1. Under the supervision of the Literacy Program Administrator,
S'Ann Freeman, Ed. D., and the City Librarian, Robert Ewing, she
will type, answer telephone, duplicate, collate/staple tutor
training handbooks, record-keeping, greet public and complete other
general clerical tasks.
2. Enter data on McIntosh computer using Microsoft, CLC-Base, and Word
perfect.
3. Enroll new adult learners by conducting initial interview and administer
pre-placement assessments at any of the five San Bernardino Public
Libraries, at learning centers and other partnership sites; compile
learner profile for matching with appropriate tutor.
4. Funds for the PL 100-297-321 clerk will carry the position thru
May I, 1993
5. The salary for the Clerk Typist will be $8.00 per hour for a maximum
of 25 hours per week. There are no benefits for part-time employees.
6. If the Clerk Typist's personal automobile is used, she will be reimbursed
at the rate of 25~ per mile.
7. This employment contract may be cancelled with 30 day's notice by either
party.

JOB DESCRIPTION
TITLE:
San Bernardino Library Literacy Program - PL 100-297-321 Clerk Typist
EMPLOYMENT:
The San Bernardino City Library (Feldheym)
, QUALIPICATIONS:
Knowledge of modern office methods, procedures and equipment; English usage
grammar, spelling punctuation, ability to perform a variety of clerical
work with speed and accuracy; maintain and organize detailed records and
type at a corrected speek of 45 words per minute; communicate effectively,
both oral and in writing; establish and maintain cooperative working
relationship with those contacted in the course of work. Able to perform
duties without supervision.
EXPERIENCE:
Requires a minimum of six months experience performing clerical duties
in~luding typing, filing and public contact. Some experience in the
literacy training and tutoring adults, volunteer coordination and human
relaitons work is highly desirable. Ability to take dictation and knowledge
of computers a plus.
EDUCATION:
Equivalent to completion of the twelfthe grade supplemented by specialized
clerical courses or work experience.

SERVICE CONDITIONS:
This is a part-time contract position with no benefits.
RAT.A'RV:
Commensurate with entry level at $8.00 per hour.
