Synopsis of Previous Council action:
07-16-90 Resolution No. 90-289 adopted establishing procedures
for public right-of-way improvements.
08-19-91 -- Resolution No. 91-379 adopted making a finding of mutual
benefit for improvements in the State College and North-
west Redevelopment Project Area.
09-03-91 -- Authorization granted to proceed with 12 parcels that
benefit the State College and Northwest Redevelopment
Project Areas.
09-16-91 -- Transfer of $62,608 to Acct. No. 251-684-53925, "In-
Fill Street Improvements," approved and authorization
granted to initiate ?roceedings under Chapter 12.92 of
SBMC.
Recommended motion:
That the plans for construction of in-fill street improvements at
four (4) locations on Kendall Drive, and at Highland Avenue and
State Street, in accordance with Plan No. 8841, be approved: and the
Director of Public Works/City Engineer be authorized to advertise
for bids.

Authorization was granted in 1989 to proceed with about 53
parcels. These parcels were divided into 7 groups. Significant
protests were received from the fourth group. This program was
placed on hold while a program was worked out to alleviate the
cost to property owners.
A program was developed by the Economic Development Agency
to finance 50% of the cost from bond proceeds, for those parcels
for which a finding of mutual benefit can be made. The EDA has
determined that a finding of mutual benefit could be made on 12
of these parcels. Authorization to proceed with these 12 parcels
was granted at the Council meeting of 9-3-91.
Resolution No. 91-137, adopted on 4-15-91, stipulates that
the City will finance 50% of the cost for each parcel for which
owner agrees within a specified time frame to participate.
~ners willing to participate will need to fill out an applica-
tion form.
The transfer of $62,608, to Account No. 251-684-53925, was
approved on 9-16-91. These funds are to be used to finance 50%
of the costs for installation of in-fill street improvements.
For those parcels whose owners decline to participate, the entire
cost will be asses~ed under Chapter 27 proceedings.
The owners of the following five parcels have agreed to par-
ticipate in this program, by paying 50% of the cost to install
in-fill improvements adjacent to their properties.
