Synopsis of Previous Council action:
June, 1990 Allocation of $217,000 approved in 1990/91 Street
7 ,),,,i 95 9: 04 Construction Fund Budget.
OB-03-92 Plans approved and authorization granted to advertise
for bids, and the transfer of $10,200 approved.
10-05-92 Resolution No. 92-393 adopted awarding a contract to
Paladin Construction, Inc. for the low bid price of
$180,295.50.
Recommended motion:
That Change Order No. TWO to the contract with Paladin Construction,
Inc., for the installation of Guardrail on Little Mountain Drive,
Rancho Avenue, and ~;D.tcrman Avenue, in accordance with Plan No.
8262, be approvp.d, t~ authorize the Contractor to provide a Railroad
Protective r,iahility Insurance Policy, at an increase in the
contract nr~cc of $6,900.00; from $172,543.50 to $179,443.50.

STAFF REPORT
Caltrans is requiring the Contractor to provide a Railroad
Protective Insurance Policy while performing the removal of the
existing concrete rail and the installation of the new Type 26
concrete barrier on Waterman Avenue, at the Southern Pacific
Railroad overpass south of Redlands Boulevard.
The Contractor will purchase the insurance policy and be
reimbursed for the costs incurred.
Contract Change Order No. One deleted a portion of the
temporary "K" Rail, and decreased the contract price by
$7,752.00. There is a total of $38,456.50 in contingencies
available to finance the additional costs of the Railroad
Protecti ve Insurance Policy. Cal trans will participate in the
financing of 90% of these additional costs, from Federal-Aid High
Hazard Elimination Funds.
We recommend that Contract Change Order No. 2 be approved.

specifications or do the following described work not included in the plans and
specifications on this contract. NOTE: This change order is not effective until

Description of work to be done, estimate of quantities, and prices to be paid.
Segregate between additional work at contract price, agreed price and force
account. Unless otherwise stated, rates for rental of equipment cover only such
time as eauiDment is actuallv used and no allowance will be made for idle time.
The last percentage shown is not accumulated increase of decrease from the
original quantity in the Engineers Estimate.
