Thank you ESRldp ./ attachment POSITION JUSTIFICATIONS The following are justifications for classified appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the September 4, 2001 Council meeting. CLASSIFIED GENERAL FUND 1. Building Insoector I (Hansen. M.) - Appointment DEVELOPMENT SERVICES This is a new Building Inspector I position which will be assigned to the Mobilehome Park Inspection Program. The addition of this position will enable the Department to siguificantly increase the intensity and frequency of the park inspections. The frequency of proactive inspections will be increased from once every eight years to once every year for the parks which generate the most concern, and once every two to three years for other parks, dependent upon their condition. The Mobilehome Park Inspection Program is a state program for which local enforcement is elective. The City elected to accept responsibility for the program in 1992. The state currently requires an inspection of every park at least once every seven years. 2. SecretarY (Watson. M.) - Appointment DEVELOPMENT SERVICES The Secretary position is needed to provide administrative support to the City Engineer, Traffic Engineer and Seuior Engineers. Critical tasks which need to be performed include assistance with preparation of staff reports to the Council, preparation of the Capital Improvement Program (CIP) documents, designing forms and tables and gathering statistics for progress reports on capital projects, maintaining calendars and appointment schedules, and providing general secretarial support to Public Works Division management staff. This position is important in assisting management staff in keeping track of CIP projects, grant/funding application deadlines, contract award staff reports, and handling routine deadlines. 3. Disoatcher I (Hanuibal. N.) - Appointment POLICE The incumbent is appointed to this position to fill vacancies created through attrition in the Dispatch Center. Dispatch is a critical function of this department. Cost savings associated with vacancies are entirely offset with backfilling these positions with full- time dispatchers, community service representatives or police officers working overtime. Often times, non-dispatcher replacements impact the level of quality service provided to the public and field personnel due to their lack of familiarity with the CAD operations. #7 9/4/01 By hiring these individuals, it will help reduce the need for overtime by having an adequate contingent of personnel to staff the Dispatch Center. 4-5. Maintenance Worker I {Bash. C.: Hager. J.) - Appointments PUBLIC SERVICES These two (2) new appointees are to fill vacancies, which occurred due to promotions in the Street Division. With the increasing projects in the Street Division, filling these vacancies will increase productivity in the department in areas such as maintenance, construction and repair of City streets, gutters, sewer lines, drainage channels, and lift stations. These appointments will also facilitate improved services to the public. 6. Disoather II (McCain. B.) - Appointment FIRE The incumbent is appointed to replace an employee in the Fire Dispatch Center who recently resigned. 13. Construction Insoector II (Asori!. R.) - Promotion DEVELOPMENT SERVICES The Construction Inspector II position will be assigned primarily to inspect and monitor Capital Improvement Projects (CIP). Filling this position will reduce the department's need to rely on contractual inspection services, which will result in budget savings. Closer monitoring of capital projects will result in fewer change orders, and decreased cost of those change orders that are necessary. Current staffing level for inspection of Public Works projects is at a minimum and the increased number of Capital Projects already in the design process may soon "spread" current staff too thin to provide appropriate field oversight. Mr. Aspril will also be assigned testing and inspection duties under the City National Pollutant Elimination System (NPDES). 14. Engineering Assistant I (Eickhoff. D.) - Promotion DEVELOPMENT SERVICES The Construction Inspector II position will be assigned primarily to inspect and monitor Capital Improvement Projects (CIP). Filling this position will reduce the department's need to rely on contractual inspection services resulting in budget savings. A.) - Promotion DEVELOPMENT SERVICES The current vacancy in the Construction Inspector I position is being created due to the promotion of Richard Aspril to Construction Inspector II. This reassigrnnent will leave a critical gap in inspection of projects of less complexity (than those handled by the Construction Inspector II) currently being constructed under the City's Capital Improvement Program (CIP). 16. Disoatcher II (Gould. J.) - Promotion POLICE The incumbent is currently in the Dispatcher I classification and is a fully-trained dispatcher. This promotion to Dispatcher II is an automatic promotion based on time served in the Dispatcher I position and good standing. Dispatchers' knowledge and expertise in this area are necessary in the Dispatch Center. 17. Community Service Reoresentative II (w orthv. L.) - Promotion POLICE The Police Department currently has two (2) openings in the Community Service Representative II (CSRII) category. The incumbent is a fully trained Community Service Representative I, which will enhance their abilities as a CSRII. This critical knowledge and expertise is necessary in the patrol function of Community Service Representatives. 18. Equioment Maintenance Suoervisor (Newlin. G.) - Promotion PUBLIC SERVICES This position has been vacant since July 2001 due to a promotion. The incumbent has worked in a higher-acting capacity and temporarily acts as Equipment Maintenance Supervisor. Due to his professionalism and excellent performance while serving in higher-acting capacity, the incumbent has been highly recommended for promotion to this position. UNCLASSIFIED 1. Street Suoerintendent (Leon. X.) - Appointment PUBLIC SERVICES This appointment will fill a critical position in the Streets Division of the Public Services Department. The Street Superintendent is responsible for customer service and supervision of the Street Division. #7 9/4/01 . . 2. Proiect ManalZer - EnerlZV Conservation (Groom. N.) - Appointment FACILITIES MANAGEMENT This appointment fills a critical need in the Facilities Management Department. This position is responsible for the oversight of projects management and energy conservation mandates. 3. Twist Clerk II (Partida. 0.) - Appointment MAYOR This position will provide critical support to the Assistant to the Mayor - Special Projects in the Mayor's Office.
