On October 30, 2006 Personnel Committee recommended this item for Mayor and Common Council approval. Recommended Motion: 1. Add two (2) Parking Enforcement Officers, Range 1342, $2,444-$2,971 per month. 2. Authorize the Human Resources Department to amend Resolution 97-244 and Resolution 6413. 3. Backl!round: At the Council Meeting on October 2, 2006 the Mayor and Common Council referred this item to the Personnel Committee. On October 31, 2006 the Personnel Committee recommended that this item be referred back to Mayor and Common Council for approval. During Personnel Committee a request was made for additional information regarding division of responsibilities regarding parking violations. Staff will be preparing this information for Mayor and Common Council on a later date. The Facilities Management Department is responsible for the Parking Enforcement Program for the City of San Bernardino. The Parking Enforcement Division processes. over 20,000 citations annually and brings in one million dollars in revenue to the City. The division currently has three full-time Parking Enforcement Officers and utilizes three part- time Officers in the enforcement of parking regulations in the 56 square mile city. In 2000, the division lost two full-time officers and only replaced one. The budget dollars for the other full- time position was converted to part-time salary and the division created three part-time positions. The part-time positions gave the division more flexibility in scheduling officers on evening and weekends. This change led to an increase in revenue. One of the disadvantages of the part-time officers has been the high turnover rate. So far this year, the department has trained and then lost six part-time officers to other agencies who offered full-time positions. The result has been an increase in mandatory overtime and parking enforcement operations not available for many areas throughout the City. Staff proposes that the number of full-time parking enforcement officers be increased from three to five positions. Five officers will give us the ability to fill all five beats daily and still be able to do enforcement as needed in problem areas. This change will give the division more career- minded staff who will stay in the position, and also give the division flexibility for evening and weekend enforcement. Staff would like to continue to use part-time employees for additional enforcement. Financial Impact: Two full-time Parking Enforcement Officers would be paid for using the additional revenue that will be generated from parking citations. Cost for FY 2006-07 is estimated at $54,000 and FY 2006-07 costs as well as all future annual costs will be offset by the increased revenue generated. Recommendation: I. Add two (2) Parking Enforcement Officers, Range 1342, $2,444-$2,971 per month. 2. Authorize the Human Resources Department to amend Resolution 97-244 and Resolution 6413. 3.
