Staff Report
SUBJECT:
Authorization to Proceed and Approval of Plan No. 11892 - Proposed vacation of an east-west
alley north of Walnut Street and east of Artesian Street.
BACKGROUND:
On September 5, 2006 an application was received from Lisa Chase, a representative of ANR
Homes, requesting the vacation of an east-west alley north of Walnut Street and east of Artesian
Street. ANR Homes has requested the vacation of this east-west alley due to a development
project that is proposed to be built on property adjacent to the alley. The application received by
staff, a copy of which is attached as Exhibit "A", currently lists 92% of the affected property
owners adjacent to the east-west alley, which support the vacation process. The owner of Lot 13
did not sign, however staff is not aware of any opposition to the proposed vacation. A map
showing the general vicinity is attached as Exhibit "B", and plan No. 11892 showing the details
of the proposed vacation is attached as Exhibit "C".
If authorization to proceed is given, all city departments, utility companies and affected property
owners will be notified to determine if any conflicts exist. The findings will need to be made
that the proposed vacation of this east-west alley, north of Walnut Street and east of Artesian
Street, is no longer needed for public right-of-way.
FINANCIAL IMPACT:
None. The petitioner has paid the first half of the processing fee of $600. Once the investigative
proceedings are complete, the second halfofthe processing fee of$600 will be paid.
RECOMMENDATION:
Staffrecommends that authorization to proceed with the proposed vacation is given and that Plan
No. 11892 be approved.

findings including and contlicts with City facilities now located in the area proposed to be vacated, or the
request by any utility company for the reservation of any existing easements and that such contlicts or
reservations may affect the intended use of the proposed area, once vacated, and that J may elect to terminate
or continue the proceedings. If I elect to continue, the remaining unpaid fees shall be paid by me prior to the
continuance of said proceedings,
I understand that the requested vacation is subject to the approval of the Mayor and Common Council
of the City of San Bernardino and that th'ere is no guarantee that such approval will be made.
