Synopsis of Previous Council Action:
08/15/2005 The Mayor and Common Council approved FY 2005-06 CIP Budget.
11/07/2005 Adopted Resolution awarding contract in the amount of $452,594.00 to DBX, Inc. for southwest and
southeast comer improvement and traffic signal modifications at Baseline Street and Mt. Vernon
A venue; traffic signal improvements at Valencia A venue at 30th Street and Mountain A venue at
Northpark Boulevard; and traffic signal modifications at University Parkway at the 1-215 Ramps
(TC05-06, TC04-39, SS05-09, TC05-04, TC04-34), per Plan Nos. I 1328B, 11436 & 11561.
Recommended Motion:
I. Authorize the Director of Finance to amend the FY 06/07 Budget by transferring $15,000 from Account No.
250-370-5504-7491 "Install Traffic Signal at Mountain Avenue at Northpark Boulevard (TC05-06)" to
Account No. 250-370-5504-7490 "Southwest and Southeast Comer Improvement and Traffic Signal
Modifications at Baseline Street and Mt. Vernon Avenue (TC05-04);" and
e
2. Authorize the Director of Development Services to execute Change Order No. One in the amount of
$19,182.18 to contract with DBX, Inc. for southwest and southeast comer improvement and traffic signal
modifications at Baseline Street and Mt. Vernon Avenue; traffic signal improvements at Valencia Avenue at
30th Street and Mountain A venue at Northpark Boulevard; and traffic signal modifications at University

Mountain Avenue at Northpark Boulevard; and traffic signal modifications at University Parkway at the 1-215
Ramps (TC05-06, TC04-39, SS05-09, TC05-04, TC04-34), per Plan Nos. 11328B, 11436 & 11561.
Background:
On August 15, 2005, the Mayor and Common Council allocated funds, as part of the FY 2005/06 Capital
Improvement Program (CIP). for southwest and southeast comer improvement and traffic signal modifications
at Baseline Street and Mt. Vernon Avenue; traffic signal improvements at Valencia Avenue at 30th Street and
Mountain A venue at Northpark Boulevard; and traffic signal modifications at University Parkway at the 1-215
Ramps (TC05-06, TC04-39, SS05-09, TC05-04, TC04-34), per Plan Nos. I 1328B, 11436 & 11561.
On November 7, 2005, the Mayor and Common Council adopted a resolution awarding a contract in the amount
of $452,594.00 to DBX, Inc. for southwest and southeast comer improvement and traffic signal modifications at
Baseline Street and Mt. Vernon Avenue; traffic signal improvements at Valencia Avenue at 30th Street and
Mountain Avenue at Northpark Boulevard; and traffic signal modifications at University Parkway at the 1-215
Ramps (TC05-06, TC04-39, SS05-09, TC05-04, TC04-34), per Plan Nos. I1328B, 11436 & 11561.
Change Order No. One, in the amount of$19,182.18, consists of the following changes:
e Item No. 1-1:
Item No. 1-2:
Removal and replacement of the NO.2 lane on southbound Mt. Vernon Avenue south of
Baseline Street to reduce excessive crossfall.
Removal and replacement of an additional handicap ramp at the intersection of Northpark
Boulevard and Mountain Avenue to comply with handicap standards.
Financial Impact:
The estimated project costs are as follows:

Revised Construction Cost $ 471,776.18
Total funding for the change order is available in Account Nos. 250-370-5504-7490 & 250-370-5504-7491;
however, a budget adjustment is required to properly apportion the cost of each item in the change order to its
respective account number.
Staff is recommending that $15,000 be transferred from Account No. 250-370-5504-7491 "Install Traffic Signal
at Mountain Avenue and Northpark Boulevard (TC05-06)" to Account No. 250-370-5504-7490 "Southwest and
Southeast Comer Improvement and Traffic Signal Modifications at Baseline Street and Mt. Vernon Avenue
(TC05-04)". After the transfer, adequate funding will be available in each account to pay the respective portions
of the cost of the change order.

JUSTIFICATION:
Remove & Replace #2 Lane southbound on Mt. Vernon Ave., south of Baseline
Street
Item At the intersection of Mt. Vernon Ave. & Baseline Street, the curb and gutter was replaced
No. 1-1 on the southwest corner ofMt. Vernon and Baseline Street. The design of the new curb and
gutter create an excessive cross fall from the existing pavement to the new lip of gutter. It
was necessary to remove the No.2 lane of southbound Mt. Vernon Avenue and lower the
existing grade to create an acceDtable cross fall.
Remove & Replace an additional Handicap Ramp at. Northpark Boulevard and
Mountain Avenue
Item 1-2 At the intersection of North park Blvd. and Mountain Ave., the plans required the contractor
No. to remove 3 of 4 existing handicap ramps, which were not in compliance with current
standards. During construction, it was determined the 41h ramp was non-compliant and;
therefore, was removed and reDlaced.
