OV CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION ST AFF REPORT Subject: Authorization to establish a 4-Way Stop at the intersection of Medical Center Drive and Magnolia Avenue. Background: The City has received complaints from the Mt. Vernon Neighborhood Association, via the Council Office, relative to pedestrian/traffic safety at the intersection of Medical Center Drive and Magnolia A venue. The association feels that installation of a traffic signal or 4-way stop control would enhance traffic safety at the intersection especially for children walking to and from the various schools that are located in the vicinity of the intersection. The Traffic Engineering section of the Development Services Department evaluated the intersection. "Interruption of Continuous Traffic" signal warrants are met at this intersection and a project is included in the CIP (TC07-01) to construct it; $ 10,000 has been allocated in FY 06/07 for design and $ 140,000 in FY 07/08 for construction. Consequently, it is recommended that a four-way stop be installed at the intersection until the signal is installed. This action is consistent with the Manual on Uniform Traffic Control Devices that allows the installation of multi-way stop signs as an interim measure until the traffic signal is constructed (see attached warrants). Staff feels that installation of a 4-way stop will improve traffic and pedestrian safety at the intersection. Consequently, it is recommended that it be installed as an interim measure until the traffic signal is funded and constructed in FY 07/08. The attached Resolution has been updated to reflect current field conditions including stop signs that were approved under other resolutions. It was also updated to reflect the street name change of Muscott Street to Medical Center Drive. Financial Impact: The estimated cost of $2,000.00 for installing the new stop signs will come from Account No. 001-402~5111 (Street Maintenance). . Recommendation: Adopt Resolution. AND ESTABLISHING A FOUR-WAY STOP AT THE INTERSECTIOC\' OF MEDICAL CENTER DRIVE AND MAGNOLIA AVENUE. BE IT RESOLVED BY THE MAYOR AND COMMON COCNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION I: Resolution No. 655, which designates certain streets, or portions thereof, as through highways, Section One is amended by adding Subsection (9.68) MAGNOLIA A VENUE to read as follows: "(9.68) MAGNOLIA AVENUE (A) At its intersection with Arizona Avenuc (B) At its intersection with Califomia Street (3-Way Stop). (C) At its Intersection with Medical Center Drive (4-Way Stop). (D) At its intersection with Pico Avenue." SECTION 2: Resolution No. 655. which designates certain streets. or portions thereof. as through highways. Section Onc is amended by adding Subsection (9.94) MEDICAL CENTER DRIVE to read as follows: "(9.94) MEDICAL CENTER DRIVE (A) From 51h Street to Cajon Boulevard. (B) At its intersection with 7'h Street (4-Way Stop). (C) At its intersection with Magnolia Avenue (4-Way Stop)."
