STAFF REPORT
SUBJECT
Authorization to reject all bids and to solicit new bids for the air conditioning equipment
& boiler replacement for Norton Gym, RFQ # F-Q7-08.

BACKGROUND
The City acquired the Norton Gym in 1996 from the Air Force. Since that time, the boiler
for heating the building and the chiller for air conditioning the office areas have been
non-operational. These systems were shut down by the military long before the building
was given to the City. The systems have never functioned since the City began operating
programs here in 1996.
The scope of this project was to replace the boiler and chiller with new equipment and to
install a computerized Energy Management System to operate the equipment efficiently.
Staff received three bids for the work, with the low bid coming in $35,000 above the
engineers estimate. Staff now asks that the bids received for RFQ F 07-08 be rejected and
that the Purchasing Manager be authorized to rebid the project.
The project rebid will break the project into three contracts: demolition, mechanical, and
controls. The vendors that did bid the project were all mechanical contractors, and they
noted that they were using subcontractors for the demolition and control work. By issuing
three Request for Proposals to the proper vendors, the City will realize savings on the
project. Facilities Management staff will take on the role of Construction Manager. Staff
believes these changtls will bring the project cost within budget.
FINANCIAL IMPACT
This project is included in the FY2006/07 budget and is Project # PR 04-22 on the five-
year Capital Improvement Program.
RECOMMENDED MOTION
That the Mayor and Common Council Authorize the Purchasing Manager to reject all
bids received for RFQ F-07-08, Air Conditioning Equipment & Boiler Replacement for
Norton Gym, and authorize the Purchasing Manager to solicit new bids.
