Staff Report
Subject:
A resolution of the Mayor and Common Council of the City of San Bernardino
authorizing an increase to an annual purchase order no. 999384, to Ranch Rock
Products for removal of debris from the City owned Chestnut Debris Basin located in the
Verdemont Area north of Palm Avenue in the City of San Bernardino.
Background:
The City Council approved a purchase order in the amount of $100,000 for Ranch Rock
Products on November 7, 2005 to clear the City owned Chestnut Debris Basin located
in the Verdemont area. The original staff report estimated 30,000 yards of material,
however it was not until the actual removal process began that it became clear that the
actual amount of debris in the basin was closer to 50,000 yards. Ranch Rock has billed
$72,000 of the $100,000 and anticipates they will spend the $28,000 remaining balance
by the end of September. Ranch Rock estimates that 40% of the basin will remain to be
cleared. Ranch Rock estimates it will cost between $45,000 and $90,000 to complete
the remaining work. Staff is requesting a $75,000 increase to Purchase Order No.
999384 to allow Ranch Rock to continue clearing the basin. We will return to Council
should this request not be enough to finish the job.
Financial Impact:
$75,000 for this project is contained in the Capital Improvement Program identified as
project no. SD-C, account no. 248-368-5504-7574
Recommendation:
Adopt resolution.

RE Chestnut Basin and the Little League Dr. and Myers Channel

Dear Ken or Randy:
We are fast approaching the allocation offunds to clean out the Chestnut basin. As of this
date we have billed $72,000 of the $100.000 that was allocated from last years funds. We
believe we are about 50% completed in the c1eanout process. When we use up the
allocation will believe that we will be about 55 ~ 65% done Our estimate is $45,000 to
$90,000 to complete the project. So we are requesting additional funds be allocated. Of
course we will only bill on a per load basis for material hauled out of the basin.
We were requested to give a price on the Myers channel removal. based on the general
direction that Elias gave us. we believe that we can remove the material and transport it
up to the Chestnut basin site and process it their. We are estimating this at $85,000. This
price is only good if we are able to remove the material and take it to the Chestnut during
our present removal process and remove it th)11l Chestnut with the other material
removal.

5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:

7 SECTION 1. That Ranch Rock Products is removing debris from the City owned Chestnut
8 Debris Basin located in the Verdemont Area north of Palm A venue in the City of San Bernardino.
9 Pursuant to this determination, the Purchasing Manager is hereby authorized to increase Purchase
10 Order No. 999384 to Ranch Rock Products by $75,000.00 for a total amount not to exceed
11 $175,000.00.
12 SECTION '2. Purchase Order No. 999384 shall reference this Resolution No. 2006-
13 and shall be amended to read: "Removal of debris from the City owned Chestnut Debris Basin P.O,
e 14 No. 999384, not to exceed $175,000,00" and shall incorporate the terms and conditions of this
15 resolution,
16 SECTION 3. The authorization to execute the above-referenced Purchase Order is
17 rescinded if not issued within sixty (60) days of the passage of this resolution.
