Background: The number, diversity and data storage capacity of the City's computer servers has increased rapidly over the past few years, complicating the process of backing up critical computer data. The data on each server is currently backed up to one of many backup devices, using four different types of tape and three different backup programs. Since many different backup devices and tapes are involved, there are many possible points of failure, and it is not uncommon for backup jobs to fail. Due to the extremely large volume of data that must be backed up daily, backups take excessive time to complete (over 24 hours in some cases). The IT Division researched possible solutions and determined that a centralized, disk-to-disk-to- tape, SAN Enterprise Backup System, is the most effective way to meet the City's computer server data backup needs. Benefits of this type of system include: • Standardization—Multiple server backups are performed using one backup program, one type of disk backup device, and one type of tape. • Centralization — Multiple server backups are performed and managed from a central location. • Reliability— Backups are stored on one type of redundant, fault-tolerant, disk device and archived to one type of modern high-capacity tape. • Speed — Server data is backed up rapidly to disk (within 2-3 hours) at the end of each business day. The backup copy of data is later written to tape as needed for off-site storage. Data can also be restored rapidly from disk, reducing system recovery time. On April 27, 2006, the City issued a Request for Proposals (RFP# F07-06) for a SAN Enterprise Backup System on behalf of the IT Division. The RFP was posted on the City's Internet Web Site and advertised in the San Bernardino Sun newspaper. Bid packages were also sent to the San Bernardino Area Chamber of Commerce and the following vendors: Imagine Systems, Inc. San Bernardino, California StorageTek Santa Clara, California En Pointe Technologies El Segundo, California Dell, Inc. Round Rock, Texas Carahsoft Technology Corporation Reston, Virginia CDW Government, Inc. Vernon Hills, Illinois The following vendors submitted proposals: CDW Government, Inc. Vernon Hills, Illinois Gov lace Irvine, California Gateway North Sioux City, South Dakota No local vendors submitted proposals. Since the RFP identified specific technical requirements, as opposed to specific brands and models, each proposed system is unique. Per the RFP, bidders provided pricing for each system component and option to facilitate calculation of total price based on the components, quantities and options selected. Staff reviewed the bids and contacted the bidders as needed for additional information and clarification. After careful review of the proposals, IT determined that only CDW Government's proposal met the City's needs. Financial Impact: The complete cost for purchase of the SAN Enterprise Backup System, including hardware, software, installation, training, maintenance and support is $53,869.41. Funding for this purchase is budgeted in IT account 679-251-5702 (Computer Equipment). The 11 Purchase Order shall reference the number of this resolution and shall incorporate the terms 12 13 and conditions of the proposal, which is on file in the City Clerk's Office. The Purchase 14 Order shall read, "SAN Enterprise Backup System.
